After years of turning a blind eye to what's happening on La Bestia, the Mexican government claims it now will try to keep migrants off the trains.

Very true Anne F. It reminds me of the depression era in the USA when many looking for work elsewhere road the rails. Hard times bring out desperation in people, they risk a lot to try to find a better place. I'm sure Mexico is cracking down as I'm sure the USA has said do so or else we'll cut back some aid we are providing to you.

The question asked id why hasn't the Mexican Government not acted sooner " the answer is very simple because they are glad to see the back of them and let other;s solve their problem for them and pay for the privilege.

Wonder why they didn't build some low tunnels to discourage that in the first place.

Noted. Thanks, Cal. I agree with Anne F.'s comment, too. Desperate people will take desperate measures. I believe a bit of empathy and understanding is in order here. A historical view of what the U.S. has done in these countries over past decades is necessary.
