Since when has the 'honorable' Mr. OBombYa cared about Congressional approvement ?

Since when does it matter what the (even overwhelming) majority of the sheeple wants, in the RECD [Really Existing Capitalist 'Democracy'], pronounced "wrecked" by accident(*)
