Judge Working Out How Much FBI Should Pay for Dead Men

But what the reader cannot know is how many abuses are still going and the publicly unnamed victims still experiencing abuse as a consequence of fallout in this case. There is 1 person who has had a constant stream of terrible things happen to them, still 13 years after Bulger vanished. This person's life seems to be much like that Trooper Johnson experienced after stopping Bulger. Here is what has happened to "John Doe":
1)Became unemployable in Massachusetts, followed by homeless and bankrupt and eventual student loan default
2)11+ years without health insurance and more than 2 underinsured;developed fatal health condition as a result
3)Constant bank account problems with first Fleet bank(;unexplained missing money when IRS had accounts with them)and then later Citizens Bank of Rhode Island(thousands of $ in overdrafts and debit card transactions with questionable ethics by bank personnel)
4)Maneuvered into being arrested by NH malfeasance
5)Car tampering, resulting in fire and police departments being called in and advised to call Boston bomb squad
6)Constant IRS scrutiny,levies
7)Surveillance by uniformed/plainclothes personnel
8)phone intercepts and surveillance aimed to prevent gaining better employment or even multiple job employment (masked by bogus voicemails indicating employer interest which ALWAYS leads to dead end)
9)Possible befriending by personnel or family of personnel connected with law enforcement/intelligence agencies for the purpose of keeping tabs on whereabouts and any exploitable vulnerabilities; most often associated with vehicle inquiries where vehicle failures follow soon after.
10)Since 1995 ongoing pattern of establishing person is financially irresponsible by affecting factors beyond that person's control; aim being to keep the person destitute,underemployed, in ill health, lack of support systems and perhaps to induce suicide.
11)Activities involve MassachusettsNew Hampshire
12)Some suggestive evidence of tampering with any friends or family members of the person
13)The only person reached out to for help who expressed concern and willingness to help was Congressman Joe Moakley, who died before anything could be done. Appeals to the U.S. Department of Justice went unanswered as did the FBI.
14)Ongoing efforts to make the person unwittingly break the law, as if an excuse to "get them".

All of this against someone who pays their taxes, has had no problems with the law, and has shown tremendous financial responsibility in the absence of unusual circumstances.
