John Boehner was gearing up to have his conference to take a vote Tuesday evening, but pulled the plug abruptly.
The question: does he have the votes to pass anything?

Boehner pitched a plan to his conference in response to what Senate Republicans had been considering on Tuesday morning, but even with added Obamacare sweetners for his conservative flank, it seemed unlikely to clear his conference.

After making some changes to appease conservatives, House leaders grew confident enough to schedule a vote. But on Tuesday evening the influential conservative think tank Heritage Foundation came out against the revised plan. Shortly afterwards, the House Rules Committee postponed a hearing on the new bill, suggesting that Boehner still did not have the necessary support to pass it. If it failed, Boehner’s already diminished leverage in negotiations will be all but exhausted, leaving him with a choice between defaulting on the nation’s debts or turning to Democrats to pass a compromise that would only enrage the Tea Party further.

Congress is now no closer to a deal than they were this weekend. The Treasury believes the country will stop being able to pay its bills on October 17th. Already, markets are starting to show the strain. Ratings agency Fitch has threatened to downgrade the nation’s credit rating if it fails to pass a debt ceiling increase soon.

“We felt blindsided by the news from the House,” Harry Reid said on the Senate floor. “Let’s be clear: The House legislation will not pass the Senate.”

The Senate has now hit the pause button on talks while the House rangles.

“We’re in very dangerous territory,” Senator Chris Coons, Democrat from Connecticut, told MSNBC after a lunch meeting with his caucus.

Republican Senator Lindsey Graham of South Carolina suggested Democrats help Boehner out with his dilemma and relent on some of their demands, even if it was the Speaker’s fault things had reached the current point.

“We really did go too far. We screwed up,” Graham said. “Their response is making things worse.”

Congress is now no closer to a deal than they were this weekend. The Treasury believes the country will stop being able to pay its bills on October 17th. Already, markets are starting to show the strain.

Rather than move toward Democrats, Republicans in the House are digging in, calling for more concessions. Republican leaders, after reviewing ideas to make the deal more appealing to their rank-and-file, appear to be moving forward with a new plan that would fund the government through December 15 – one month earlier than the Senate proposal – raise the debt ceiling until February 7, and slash health insurance benefits for federal officials. It would keep an income verification system for Obamacare subsidies crafted by the Senate.

An earlier version floated by Boehner Tuesday morning would have included a two-year suspension of a medical device tax included in the Affordable Care Act, but that idea appears to be dead after failing to excite conservatives. Instead, the newest edition includes a stricter version of the Vitter amendment, which now cuts Capitol Hill staffers’ health benefits and not just members of Congress and top cabinet officials.

But just like the version of Boehner’s proposal floated Tuesday morning, Republicans would get only minor Obamacare changes in exchange for raising the debt ceiling and reopening the government. Conservatives want much more.

The differences between the Senate and House plans may not seem like much on policy grounds, but Democrats and the White House see the Boehner’s approach as incompatible with crucial principles they’ve articulated throughout the shutdown and debt ceiling fights. The Senate plan was crafted as an equal exchange of Democratic and Republican priorities in keeping with Obama’s vow not to pay a ransom for reopening the government and raising the debt ceiling. Boehner’s plan, while a huge departure from his initial call to defund Obamacare, cuts the one sop to Democrats (reinsurance delay) and ups all the Republican demands. Democrats fear even the slightest unilateral concession to Republicans will enshrine the House’s policy of debt ceiling brinksmanship as a governing norm

The administration’s opposition, therefore, is not surprising. But the bigger problem for Boehner is that his plan might not fly with House conservatives either.

Ted Cruz’s band of anti-Obamacare warriors threatened to bring down the government and crash the economy unless they killed or mortally wounded the health care law. Boehner’s plan, even after its latest tweaks, doesn’t achieve anything more than a ding in the armor.

“Both plans are financially irresponsible, both kick the can down the road,” conservative Congressman Mo Brooks of Alabama said after the House GOP’s Tuesday morning meeting.

If the Tea Party revolts against the current House plan, Boehner will have little choice but to accept the Senate’s humiliating terms of surrender with Nancy Pelosi supplying the votes.

In short, the final act of the shutdown is looking a lot like the opening scene. Boehner is scrambling to find a way – any way – out of the mess his conservative members created without looking like he sold them out. His problem now is the same as it was before the shutdown: there isn’t one.

“Obamacare is fully implemented despite a government shutdown,” Republican Congressman Dennis Ross, an opponent of the shutdown strategy, told reporters on Tuesday. “I’m not sure how much more Mitch McConnell could have done other than what he did do.”

Boehner knows he needs to end the standoff, which is dragging the party down to record levels of unpopularity in polls, and end the debt ceiling crisis, which is already dragging down the economy. But so far neither the House nor the Senate plans solve the puzzle Boehner’s struggled to solve since taking the Speaker’s gavel: how to placate his conservative members while still passing necessary legislation. There’s no magical combination of Obamacare tweaks that will keep the shutdown from being remembered as a failure, both by the conservative Republicans who backed it and the moderate Republicans horrified by it.

I'm sure this is purely coincidental, but Ted Cruz had a private meeting with about 20 House TP members at a Mexican restaurant in DC last night.

Today, Boehner was certain the Senate bill with many compromises from the president and the democrats, would pass the House. After his conference meeting and input from the real power brokers he claims the bill just does not have the votes. Yet, so many moderate Republicans are in full disagreement about the votes, claiming anywhere from the needed 20 to up to 100 that have said they would vote "Aye".

Boehner's party has been co-opted out from under his feet by the tea extremists. He may think that he still has his hand on the pilot's wheel of his party, but the teabags are the ones actually steering the ship...and they are heading right for the rocks. There is no evidence that they have the sanity to care if they take the economy and the nation down with them. We have got to change our system or we can expect this lunacy every few years...and things will only get worse.

Thank you Kit for posting a story that includes all the relevant specifics of the ineptness and failure to govern in the House with ghastly ramifications for the people, the country and the world--the so-called shot heard round the world that started the world war was silent and small compared to this--why they want this kind of destructive, negative legacy is mind-boggling to me.

Very sad State of affairs.

I was standing at the bus stop yesterday and a woman who is always there along with me had to go to hospital on Friday, emergency room. I asked if she was ok, she said, yes, just had this cough that wouldn't go away, so they also checked to make sure the baby was alright.

In conversation I find out she doesn't have any medical insurance and hasn't seen a Dr. for her pregnancy and the baby is due the end of Feb first of March. I said, have you signed up for the Affordable Care insurance, I know it doesn't start until January, but at least you can obtain a Dr. and have the delivery paid for by it. I said going to the emergency room for a nagging cough is expensive.

She said she she'd never sign up for that Government insurance as she doesn't trust Obama. She said I want nothing he has to offer, I'm real serious on this and real religious about it. I explained that the President wasn't going to be giving her the medical care, that it was a health insurance plan, just like Blue Cross is a health plan. I said don't you want to know you can see a Dr. for you and your baby and be sure the delivery is paid for, as that can cost a lot of money.

She said she'd rather take her chances and will have the baby at home. I said well I wish you well but without any medical check ups I said you have no way of knowing if this baby will be an easy delivery and if you had to be rushed to the hospital by ambulance that is all sorts of emergency costs. I said why are you so against this, after all, it was based on the same plan as what Mitt Romney did in Massachusetts. She just looked at me with this blank stare. I said, you know that didn't you? And his Romney Care in Massachusetts was based on the Republicans ideas. I said, it just so happened that this Republican plan got voted in during President Obama so I said, I'm not sure why you and so many are against it.

She said I didn't know that. I said, well a lot of people are cutting their own throats because they listen to all of these rumors and whatever else is being thrown around and then deny themselves or in your case, your child from getting proper medical care. I'm not sure if she'll sign up, but you could see the look in her face that she got a dose of reality.

While these people play their chess game, real people's lives are also playing out. They want women to carry these babies full term but then throw out all of this into the general public and then these babies are not getting the care they should nor the woman. People denying themselves medical care because they have been made so afraid of taking it because it will do terrible things to them if they do.

These idiots are going to destroy us all if they can get away with it and that too many can not see the forest for the trees is what scares me.

I am tired of the tea bagger minority having to be appeased, they're guilty of extortion and last time I checked that's a crime.

My (progressive) Rep is returning her salary to the govt. during this debacle, I wonder how many of these tea bagger wackos can say the same?

Defeat and desperation are in the air, and it looks like the Republicanus/Teabaggers are trying to entangle the Democrats in the blame.

If the shutdown and debt default situation weren't so sad, so pathetic, so economically difficult for average Americans, Graham's response would be almost funny. Republicanus/Teabaggers keep calling for concessions from Democrats while not giving an inch from their position.

Democrats need to stay the course because another set of concessions will only embolden the Republicanus/Teabaggers for the next face-off.

I heard on the news tonight that the credit rating agencies have already put the US on a negative watch with down grade likely. Any wonder people think the Republicanus/Teabaggers have no honour!

Thanks Kit..for this update..don't know what to say about this situation..but personally I really do think that Obama needs to hold out..and not give in.. even if the debt ceiling isn't raised- there are several reasons for this..with the rest of the World watching and as you know China has made a statement about what it thinks (not like them to make bold statement)..the most alarming thing that we are seeing is that you have one very strong side of politics that doesn't care what really happens to it citizens, these power men..don't care where where you fall...The rest of the world is upset more about treatment of your people more so than the money..BTW in China elderly parents can sue their child(ren) if they don't look after them fully and properly..very rarely happens..because they really do look after their own. Boehner should be treated the same way as he treats the American people ...no concessions..let him fall on his sword..next time..it will take someone exceptionally brave/or stupid or both to hold your Country to ransom like this and the rest of the world...just who does he think he is..not invincible surely.

There was one female Republicanus/Teabagger (sorry can't remember her name or state but her face is burned into my brain. . . argh!) who said publically when asked, that she would not give back her salary. Why? She said she had bills to pay. SHE had BILLS to pay? And I suppose that the furloughed workers don't have bills to pay? And I suppose that retirees don't have bills to pay? And veterans? And I suppose that those relying on SNAP and WIC don't have bills to pay? It really made me angry to hear that! The typical Republicanus/Teabagger response --- I'm OK, screw you! The height of arrogance. The Republicanus/Teabaggers should be, at the very least, willing to put their money where their mouths are!

These extortionists, these feeble minded whiners, need to be charged with sedition.

People remember Timothy McVeigh, the domestic terrorist that bombed the Alfred P. Murrah Federal Building in Oklahoma City on April 19, 1995 killing 168 people. He was convicted of the use of a weapon of mass destruction, conspiracy to use a weapon of mass destruction, destruction with the use of explosives, and
8 counts of first-degree murder, and sentenced to die by lethal injection, which he did 11/06/01.

The same should be applied to the Teabagger fanatics including, Goh-merde, Bachmann, King, Cruz etc. The weapon of mass destruction: government shutdown and debt default. Conspiracy to use a weapon of mass destruction: look at their own rhetoric that has being going on, and look at the 2011 shutdown and credit downgrade as proof of continuing conspiracy. Destruction with the use of explosives: define shutdown and debt default as explosives and you have your smoking gun! Charges of first degree murder: how many will die is yet to be determined, but with no SNAP programme, no WIC programme, no food inspections, no children getting life saving cancer treatments at the NIH, and on and on . . . well that is murder. The Republicanus/Teabaggers should be tried and convicted and sentenced to death by lethal voting.

2014 midterms are coming. That should be, will be the date of death of the Republicanus/Teabaggers and their sedition!

Rose "Yes the rest of the world is watching but I hate what I see happening" I to hate what I see is happening to the good, decent, ordinary citizens of America...what is happening is "Class Genocide" and I would like to think that the rest of the World..would rather see the ones that are calling this program..not get their way..yes, if America defaults..big deal..we may lose some money..maybe- maybe not..there are things such as Federal reserves (Gold in Fort Knox)..selling off assets, renegotiating loans..revising trade sanctions, withdrawing the military..the list is endless..there is no need to sacrifice the American people to prove a point..if they don't sort it out properly...then they have to contend with the same thing happening in Feb, 2014 in another round, again..no one can hold their breath until the 2014 mid-term elections.

So many are hurting, can't feed their families, Livermore Labs in our area is laying off 6,000 because of the shut down. Disgraceful for our country. Ted Cruz's ambitions may help Boehner see the light. According to the Daily Klos:

"The last straw for Boehner may have been catching some of his Teabagger members meeting with Cruz in the basement of a Washington Mexican restaurant.

I sure hope this is true - it may be the only chance to get a bill passed."

By having a secret meeting with Republican House Members, Cruz appears to be stabbing Boehner in the back. It'll be interesting to see how Boehner reacts. He still has a little bit of time to redeem himself. But is he man enough to put country before ego?

Well Giana ..at the end of the day it's possible that the "Idiots" could win: Everybody understands "the lowest common denominator" as Dandelion point out in her post. Default by the masses......that inner fear..of not really understanding or not bothering to take the time to understand. I don't know who it will end...but a default will take us all into unchartered waters the experts tell us...I for one..would say sail ahead Captain...

That would be very disturbing..can it be a problem with your browser network?? We in Australia have not experience any of these problems..have kept in touch with other threads and people who are having the same problems ...everything is working fine with the Care2 site..sorry not much help.

Tomorrow is the so-called deadline. The world's markets watch with baited breath to see how far this ridiculous brinkmanship will to. It's hard to believe these ceilings, walls, and cliffs are literal. Many folks are already having their lives affected though and I can't believe anyone wants to see what will happen tomorrow if this is not resolved.

Gloria other people are having similar problems and by changing the browser they use have fixed it. IE doesn't work on here anymore, I only use that browser to add video's onto people's comments pages as it is the only way that allows me. However I use Google Chrome to access e-cards, send messages, and do all else on C2 from the Click to Donate to being on this thread and adding news. I'd hate to see you go.

Ros, that is exactly why I wrote what I did. We have too many in the masses that BELIEVE in these people, they are scared to death that by getting Affordable Care that they will be forced to be micro chipped, that the Elders are going to be euthanized, that their children will be forced into medical procedures and if they do not have that their children taken away, many even see this as a plot by a Muslim Extremist Terrorist President who was placed in the White House to destroy the USA, they feel that if this Affordable Care is in place it will actually do that.....destroy our Country.

They see this Stand as being Patriotic, that they'd rather have this than a destruction of the Country they love. They have been so brainwashed by the propaganda that they REALLY REALLY BELIEVE this and so will be supporting this Tea Bag Leadership with all they have. They don't believe that if we don't pay our bills that it is the end of the world, they have been told that is the ONLY way to FREEDOM and to regain their Country back from the Terrorist.

Honestly, I've never seen such a mess over here, and over and over again I have conversations with far to many, good people, kind people, smart in other ways people, but when it comes to the far Right Wing ideas of how to fly, they are in lock step. I can't talk to my Brother in Law anymore, my children have been written out of that entire side of the family, my husband is deceased that was all their family on that side. My husband had always said he was never accepted into his family, I see why now, but we kept politics on a low burner. We all laughed and joked that people that listen to Rush or watch Fox are less than bright. Now that some real research has been done, it turns out that is not much of a joke. The upside is that many are in the middle and believe this minority needs to be shown the door. We have no idea what pressure is being brought to bear on Boehner, but I think it's fair to say he long past answering to constituents and is answering only to the tea bags and the money and power that is now running much of Washington DC.

I may be wrong, but it seems that much of this is being fed by the media, all of the media is showing only the worst of this. Our media, is forced by the need to fill a 24/7 time space is making this worse. Sure there are some who actually want to know what Palin says or does, they are the few. Ted Cruz should be ignored as wackos of his ilk once were, now he has prime time if he burps. The media has made him a hero or anti-hero depending on one views what he says. When has a junior Senator had so much sway and so much free publicity from the media. The vast majority of Americans are interested in having this country run smoothly and efficiently, not watching a circus of House members that embarrass this country by speaking their ignorance of how this government functions.

Is it any wonder that things are a complete mess? We are not broke, the government debt is reduced by half, which is a wonder, and still the dragons are allowed free reign and their lies are spread even by the so called liberal media. By the way, someone please tell me where this liberal media is hiding, I really want to read or watch what they have to say. It's not MsNBC, they are as guilty as any for hyping this for ratings.

I have a feeling a site like Care2 gets more than the usual number of hackers and troublemakers - so, Gloria, I hope you'll give them a little more time to fix things.
I was much too angry and frustrated last night to make much comment - I had just watched Rep. Barton from Texas doing an interview with Wolf Blitzer - Wolf was telling him how this shutdown was hurting people and hurting the country - the butthole just sat there with this stupid smirk on his face and insisted he was going to remain firm in not raising the debt ceiling and getting rid of Obamacare. All my life, I've been taught to respect people and their different opinions but that has changed - people like Cruz and Barton deserve nothing but contempt. And that is what they will get from me.

I couldn't send Angelika a star because I have done so within the last hour --but I would like to say that I was also watching the news when the incident she described happened. It appears that Ted Cruz timed his press conference to coincide with that of Reid and McConnell --and they actually cut away from McConnell to cover Cruz! The smug SOB, oozing with phony sincerity, claimed to have been fighting for what the majority of American people want. If that's true, then why are the polls telling a far different story?

Oh Ted Cruz is a shrewd one, you don't think the racist bigoted Oligarchy know how to spend their money? Not all who have a lot of money are racist or bigoted, just like among the middle class and the poor there are all opinions and attitudes.

This will cause pain upon the Elites as well in various ways, but the racist ones do not care as long as they meet their agenda. It isn't about the Affordable Care Act, they can't even stay on message, they don't even know what they want to use as a reason to Shut Down or not raise the Debt Ceiling. They will use any ploy and say anything, they are all about destruction of our Government and someone said it best either on this thread or another, it's a coup that they are doing, a coup without firing a shot.

Thanks Craig..it's the 17th in OZ already stock exchange will open in another hour..as of close of trade 16th..China had gone down 1.7points...America....7points..Japan..steady...Australia...steady. It was expected that China's shares would go down because they hold the bulk of America's debt...but interestingly so does Japan and they are steady..Australia...is steady as well..China is our largest trading partner..Japan and then the US at the moment the markets aren't spooked by this...the pundits also said if the ceiling is raised..one option raised was for Obama is to ring his Chinese and Japanese counterparts..and renegotiate with them re interest on loans etc..so the US in turn may not default as dramatically as these "WANKERS" may intended...Why am I telling you this because it appears that you can't get any real (truth) news beamed into your lounge rooms. Here in Australia we have 3 free to air TV Stations...independent but Government owned. ABC (Australian) SBS (World..multi-lingual) and the new kid on the block Our Mob (Indigenous) so we get a very full coverage for those that care to watch.

Update on the ill informed woman at the bus stop. We spoke again on this Affordable Care Act and what is now taking place in Washington. She said, well they are trying to prevent this health insurance from getting in as I'm still not convinced that they are not going to place implants into us.

I said, then people can stand up to that IF that should ever come to be. But that is an IF, might, maybe, and a lot of people TODAY have medical needs, such as yourself. I said, besides, this has been signed into law 4 years ago. Again, she looks at me in shock, what do you mean I thought everything was trying to go into law now.

I said, the final stage of this Affordable Care Act is coming into play, but I said there was already debate, talk, voting, so on and so forth, that went through the House, the Senate, then to the White House when it was all signed in long ago. It has just been coming in steps, increments at a time so that the health insurers, those who give our care and whatever else needed to be done was being done in steps. I said this is the FINAL step to a law already voted in, gone through the Supreme Court and 2 elections. It is law already!

So she finally said, "then what are they doing in Washington if this has already become law?" I said exactly.

How many times that same story is being played out all over the country, Dandelion. So many I have talked with, people that do have an education, but either FOX news or their own preacher is telling them that Obama care will cost them so much they will tossed out of their homes. In fact, those who are signing up are saving money, many up to 50% for the same coverage.

I find this republican propaganda to be despicable and worse, it is costing human life.

Well our Government is reopened, they figure it cost $52 BILLION to have this farce going on. That doesn't at all take in the individual horror stories like not paying for the deceased soldiers burials, children not getting their treatment for cancer, in our town the entire Head Start was closed and women couldn't go to their jobs. It just goes on and on, we look like fools to the world, the dollar doesn't have the same strength it did, and it may also cost us in our ratings, again. Last time we went from a triple A down one A which cost us more to now borrow.

Good going those who claim to want to save us all so much money! I'm not sure when the people are going to get the correct facts but the last 3 Republican Presidents actually caused the debt to increase while the two Democrat Presidents actually decreased the debt. But the Republicans don't let FACTS stand in their way.

The Republicans got nothing for all their antics. You don't hold a Government and it's people hostage to get your way. There are elections, there is committees, there are debates, there is a lot of ways to try to bring a point across or get policy to change to how you see things.......but this was not the way, and I'm glad they got nothing. But unfortunately they are still there and we can only hope they do not win back their seats when it is elections for them in 2014. But I will not hold my breath, the areas they come from seem to like them a lot.

Hope you're right Dandelion..people have short memories..there will be a lot of water flowing under those bridges and lot more propaganda and misreporting of the situation down the track..these men must go quickly if any progress is to be made...we had 3 years of Leadership turmoil because of instability within the Party..did read the Guardian report after. Said there was one small concession made that they were pushing for..if that's true then it was one too many..because it was aimed at the people not the Industry.

Well they got none of the negotiations they wanted from taking away the Affordable Care Act, to limiting it or to delay it, they even wanted to start the Keystone Pipeline right away, they got none of the things they wanted. I see however, that privately, between the two of them, Mitch McConnell and Harry Reid a deal was done. Who knows what else was placed in there. It's all about the money isn't it. What can I get for me not what mess they placed millions of families in when the shutdown occurred.

No wonder so many are soured on the Government which is exactly what the Tea Party members had gotten their start over. This will just fuel them, even though their antics also cost us big money too. There is a lot of blame to be shared in DC, as I said before, they played with the fire for so long now it is burning them. Once it was easier to placate always to Corporate and Bankers, now as the saying goes........

O, what a tangled web we weave, When first we practice to deceive!

Not sure how that is affecting some or not others, but if it makes sense to you then maybe that might solve something?

Yes, a lot of people spent days in Care2 limbo, but for me it had nothing to do with the browser that I used, could not see butterfly points, comment in groups and a ton of other things going on such as not seeing the dashboard, being in perpetual Checking login Information...the nightmare is over til the next glitchfest hits the fan. Don't we just love technology...went it works...

So...a cost of 52 billion for that farce...how many people could that have fed, sheltered and done so much for?

That is really frightening what you mentioned about the woman that you talked to, so many are conditioned by Fox faux 'news' into a hatred of President Obama.

So very grateful for universal health care which I never take for granted as all I have to do is tune into any American newscast and had listened in the Obamacare debate that had been raging when it first began and even now. (Yes, via TV remote, we can look in on numerous U.S. TV networks/stations and like a fly on the wall, just watch what is going on down there).

Then, when we want to run screaming (after a few moments of watching the tea party and GOP... does that to many people around the globe) back to our own political fun and games, we get to switch the channel. I can watch your national news networks, CNN et al...along with local newscasts in Watertown, NY, Boston, Washington,Seattle, etc. Mu ha ha ha ha, the nosy neighbours have a window on your world. For comedy and laughs and sometimes true horror, we tune into Fox faux 'news.' They actually have a licence to broadcast...utterly amazing.

In the Canadian system, if the budget doesn't pass in the governing party doesn't have enough support to get it approved, the government falls and the voters deliver our foot to the posteriors of whomever we deem responsible.

Well like Yvonne had said on another thread on C2, they should be sent along with tar and feathers. I've lived in Canada so I do know you can see our news. My friends use to shake their heads at the antics and that was a long time before it got THIS crazy. Now they send me cards of condolences.
