Instead of giving the government a free loan by overwithholding, try to get as close to zero as you can, or set up your taxes so you may owe a small amount. That will put money in your pocket faster than waiting for a tax refund.

It doesn't matter whose fault it is for the delay, the government needs the refunds for their sinister purposes. You don't mean a thing to them...
