Pass "JODI'S LAW" (S.B 414, Anti-stalking Legislation)
 
This is a petition I started in September, 2010.  It has a goal of 1,000 signatures, but has only received 434 signatures.
 
As the petition text illustrates, Jodi's murder was preventable; and others in her situation are endangered due to lax anti-stalking laws.
 
Here's Jodi's story (from the petition):
 
"Stalking affects 3.4 million people in the United States each year and often leads to more dangerous crimes. Twenty-one percent (21%) of victims are physically attacked by the stalker, with 46% of victims reporting their biggest fear comes from not knowing what will happen next. Stalking always leaves its victims feeling terrified, frustrated, isolated, depressed and vulnerable.
 
Stalking is a crime in all 50 states. Stalking is a serious, yet greatly misunderstood crime that completely destroys its victims' sense of security, causing them to no longer feel safe in public and in their own homes. Stalkers are extremely unpredictable and may turn violent at any given time, something every stalking victim fears.
 
Current federal anti-stalking legislation is extremely limited and needs to be modified to include new technology that is frequently used as a means of stalking and harassment. Early intervention is vital, as the risk for violence increases the longer the stalking behavior(s) are allowed to continue. Stricter penalties for stalking need to be enforced, not only for severe and long-term cases, but also for initial stalking behaviors and newly reported incidents. Pass JODI'S LAW so that anti-stalking laws will be strengthened nationwide, which will also lead to even stricter enforcement, sentencing, and greater public awareness in general.
 
I beg you to review and support JODI'S LAW (SENATE BILL No. 414) in order to make America a safer place for women. Had these laws been in place in 2007, Jodi LeAnn Sanderholm would most likely still be alive today. These murders are preventable and the power is in your hands.
 
On January 5, 2007, Jodi Sanderholm was murdered by a stalker who, as court records have shown, had been stalking her for TEN years.  As Jodi's family and friends were left wondering how this could happen, more information was being released regarding multiple events that should have led to this monster's arrest prior to Jodi's death.  Almost 20 women had complained about him in the past,  reporting to law enforcement that he had followed, grabbed or harassed them in some way. However, due to the way the laws in 2007 were written, police were left with no options until it was too late for Jodi.
 
Jodi was an incredible young woman in many ways.  Her life was cut short long before its time and she was not allowed to truly fulfill the impact she was bound to make on this world. However, her untimely death has led to important legislative change in Kansas and New Mexico, as well as a major increase in stalking awareness. These legislative changes were named "JODI'S LAW" in her honor.  It was a desire to not let Jodi's death be in vain that caused the birth of a movement that has changed lives.
 
Jodi's stalker did not give any indication or warning to suggest he would become violent. He never left notes for her, nor did he confront or threaten her in any manner. He simply followed her and spied on her from afar. Yet, her stalker took her life on January 5, 2007. This is proof that stalking is unpredictable and dangerous and that no stalker is ever "harmless." She was with him for at least 5-1/2 hours and likely knew the entire time that she would lose her life that day. Please do not allow this to happen to another innocent person and their family."

I wondered why I had not signed before, then I looked again at the dates. I have signed now.

Patricia has a very good point. I wish the effort were more equally divided for assistance in human need and animal needs. Her family must be devastated, a young girl's life ended, because of the bizarre fantasies of one strange broken man. Without a law like this the police are limited in what they can do to help.

Just an added aside.

I first heard of this situation on Change.org from a young lady who made a commitment to this cause, Teresa Coppola.

I was so touched by her vehemence that I offered my assistance here, and said that I was sure we could have no problem getting 1,000 signatures (out of millions).

I let her down. I dropped the ball after my initial submission; and it's bothered me ever since.

I refuse to believe that 1,000 people don't care about the safety of victims of self-gratification, even to the sacrifice of others, who have as much right as their predators to live their one life to its fullest.

The selfishness of predators is sickeningly vomitous.

Carole, don't beat up on yourself. People need to check into the petitions under ALL headings, not just the ones they normally go to. Also more need to be checking petitions period on here. Is nice to use the e-cards and read the various interesting articles, but everyone needs to spend a few minutes each day to sign a few petitions. It doesn't take that long and means so much for the one who posted it and for the cause they are promoting.

I am an advocate for all rights of creatures co-existing on this planet; and I have often wondered about remarks I've read from animal advocates who openly have stated that they care more for animals than humans.

Humans are also in need of help -- and are equally subjected to abuse by many of the same people who abuse animals.

We must care for both. Without humans, the animals have no protectors.

I was raised in Ohio, and my father (and most of the other male examples in my life) were hunters. Because I loved him, I accepted his theories regarding hunting. But then, as children evolve, I disliked his analogies, and as such, I loved him -- but hated his theories.

I live in Tennesee now (after spending most of my adulthood in cosmopolitan areas) -- BUT, around Thanksgiving, I heard on a local station, while driving my car, a broadcast of the Tennessee Young Sportsman I was galled! (almost to the point of pulling over)

THIS is the same mentality of those who take lives without considering their worth.

There is a direct correlation between animal cruelty (speciesism) and human rights.

It's a fight we all need to join.

Signed September 24th, and still very concerned. A couple of people asked why there is more concern for animals. I do not think that is the case at all. Perhaps the animal petitions are more frequent because as numbers go there are more animals than humans that are being abused daily. Send me human causes and I will sign them. The people who believe this is true can start petitions for any human cause. There have been many petitions to stop human trafficking, especially children, and we need to stay on top of this and keep demanding better enforcement. I think that there are police who over look this crime because it brings in a lot of money to unscrupulous people in high places, and as I was told cities need people who conventioneers and politicians can access for sexual favors. They seem to prefer having unwilling partners like children to get their jollies. Send me a petition, I will sign them.

Thank you, Carole for sending this to me. Realizing that this beautiful young woman was murdered by a stalker for 10 years.....and that nothing was, or action was taken, to protect her, (as the law was written), is shameful beyond my comprehension. By signing this petition, we are sending the signals that protection for ALL individuals who are harassed, frightened, abused, maligned, and threatened with their lives brings awareness to their plight. Your comment, 'You are EVERYTHING to Someone' made me cry, as well as watching the video of Jodi. My regret is that Jodi suffered and died needlessly. Presently, I am indirectly involved with a dear friend of mine who experienced stalking and abuse from an individual, she is scarred, and he is on probation as I write this. It effects all of us, to the core of our souls. Thank you again, Carole for your tremendous impact on all of us by this petition and others with your commitment/involvement in this cause, and others that you get out to us here on Care2. Ive a friend in Kansas who's husband, who has been living apart from her for years now, is stalking her. She has a fatal autoimmune disorder that was exacerbated - directly contrary to her doctor's letter to the City Administrator who oversees this self-administered medical coverage - by the removal of the medication (they required her to pay 50% co-pay, which is almost 4 times her husband's salary) that kept her alive and healthy for 12 years. They could do it because it's an opiate; out of control pain exacerbates the disease process, and it almost killed her. Her husband really, really wants the insurance money he thinks he's getting after she dies, so he sets little booby traps and sabotages things, kills off her pets, destroys her little projects, etc. Anything to keep her BP up and make the disease worse. Kansas state law, however, says that if he doesn't lay hands on her, he's not staling her or abusing her.

Anything that can be done to help her and millions of other women MUST be done!

Signed. Jane Velez Mitchell (who is also a staunch animal rights activist) is running a campaign regarding "Violence Against Women". She and others whom she has recently interviewed feel this is a national concern and much of the blame needs to go to the judges who give inadequate sentences and to the parole boards who let offenders out of jail long before they have served even a small portion of their sentence. Perhaps, it is necessary to put ankle bracelets on anyone convicted of a felony against a woman.

Stalking seems the same as bullying only more hidden and cowardly. But let's face it the ones who actually murder someone are psychotic. They're out there. The worst possible thing to fear IMO is an insane human being.

"How can someone be stalked for 10 years?" As I understand it, the "law"will not act until a crime is committed. ie: If someone threatens to murder someone they will not be arrested until they've done it. I guess stalking someone is not a crime? The law is an ass and in need of revision ASAP!

And, yes, the reasons these situations continue for years (and then result in deaths) are because of a cavalier attitude by law enforcement, inadequate training as to the psychological problems (and dangers) of stalkers and lack of appropriate sharing of inter-agency information.

Without posting the entire article, here is an excerpt, which will show how Jodi's murderer (Justin Thurber) was a known stalker:
 
"But it was his behavior with young women that was the most disturbing. If you were young, petite and pretty, and you caught Justin Thurber’s eye, you were in for months or years of obsessive attention and stalking that wouldn’t stop until he moved on to another victim. The more a women would resist his advances, the more aggressive his methods of getting your attention became.
 
He had a job with Kentucky Fried Chicken in 2001, and began terrorizing a 16-year-old coworker. He once dragged her into his car through the window and refused to let her leave for over three hours. He would often get into her face, yelling and clenching his entire body, at the very edge of self control.
 
One young woman, Alexis Swartzell had to file a petition for protection for herself and her 5-year-old daughter. From Jan. 1 through Jan. 8, Swartzell wrote in the petition, Thurber followed her and text-messaged her frequently. “He sits outside family members homes for hours,” Swartzell wrote. “He tells my family he will have to come pick me up for Moriss bonds if he cannot talk to me,” referring to a bail bondsman Thurber wanted to work for.
 
Another girl, Nicole Topper also filed for an order of protection against Thurber. She wrote that he would follow her for hours, text and phone her obsessively, and threatened her when she refused to go out with him. During one incident, Thurber showed up at Subway restaurant where she worked at about 7 a.m. “He showed up… in the back of the Ark City Subway needing a ride home. I told him no. I said he could use the phone, but he didn’t want to,” Topper wrote.
 
And there were many others – Donell, Michelle, Jamie, Arcelea, Mariela & Meghan. They all suffered the attentions of Justin Thurber, and all experienced the same obsessive behaviors.
 
And then there was Jodi Sanderholm. Jodi, 19, was a Cowley College student and a member of the school’s Tigerette Danceline team. Justin Thurber has been described as a “Groupie” of the dance team, and has attempted to date several of the members, including Jodi."

That's not a crime? Sounds like assault and forcible confinement.
But let's face it, he's a criminal and nuts.
As David Buchan says, it's true that sometimes police can't/don't do anything until AFTER a crime has been committed. Which is super frustrating. I once came across what I thought was incriminating evidence of someone who was known to police as a 'preacher impersonator' who would call up families and women who had missing children pretending to know information about the case....but they wouldn't/couldn't do anything about it since he hadn't actually done any crime yet. (I was just a regular citizen)
Another problem is such people are sometimes put in the hands of Psychology and Psychiatry. Now, they set themselves up as supposedly knowing what they're doing, and understand people, but do they? These two fields RULE throughout society in all areas supposedly in the field of mental 'health'. Was this guy 'helped' out with psychotropic drugs, which are known to sometimes cause or worsen violent tendencies. Was he ever assessed by psychs and then let out as 'no real danger to others' or that type of crap?
There's more than just poor law enforcement laws regarding criminals and nutbars walking around.

While all that's true, Kenneth, we need to concentrate our efforts on those things that CAN be changed. As you mentioned yourself, her murderer already had committed crimes against others and orders of protection are practically useless.

But, the fact that this man was known to be obsessive and violent, but was still free to walk the streets indicates that authorities (and laws) take the potential danger of stalkers lightly. For lesser offenses, tracking bracelets, psychiatric confinement, etc. are mandated.

As a woman, and having known several other victims of this type of behavior (as well as having experienced it personally), my perception of the attitudes of authorities I witnessed was almost, "Well, hey, you're attractive, of course, the guy wants you." Almost as if it is a laughing matter and I should feel complimented.

There is NOTHING flattering about being stalked. It has an extreme psychological impact on everyday actions of the victim -- where you are afraid to answer the phone, or go to the store, or work, or ANYWHERE, including your own home, or (in the case of an internet stalker) log on to your favorite social sites. It is an all-controlled, humiliating, fearful and captive existence -- exactly what the stalker intended.

The issue needs to be given a higher priority in law enforcement, concentrating on empathy training and illustrating the fact that stalkers are psychologically damaged. They're NOT just some person who has a unrequited crush on another.

Agree with all that Just C. I just mentioned the Psychology and Psychiatry thing because they DO let nutbars back out into society ON THEIR DETERMISIM. And these two professions CAN be changed too. My advice to people is to really investigate the actual success rate of these two professions in 'helping' people and possibly not blindly think just because they're set up as supposedly knowing what they're doing, paid a lot of money to do it, wear white coats or suits, have big 'degrees', use big words, give a lot of drugs, gov't. funded, BigPharma supported, that people are misled by them or their 'assessments'.

Thanks to your renewed efforts, this was brought this to my attention. Noted and signed, of course.

I'm constantly somewhat dismayed that with all the Care2 members, worthwhile petitions like this one so often encounter such difficulty attracting enough signatures.

It should also be mentioned that this law doesn't discriminate by gender: men are equally protected against female stalkers. While not be as numerous in our society, they nevertheless have the capacity to be just as dangerous and troublesome.

Stalking laws NEED to be changed in EVERY state so that this act of violence doesn't take another person's life as it did Jodi's. Condolences to Jodi's family. noted and signed already. i understand that the law requires the police to have evidence. the problem with the stalkers is that they don't provide the evidence until they have murdered their target....it's really frightening and frustrating... and almost impossible to protect against......by the time the stalker can be arrested his victim is already dead.....not a lot of help...and most stalkers are smarter than to give the police the evidence they need...and a restraining order...yep...that little piece of paper is no help at all....it's useless....unless one can afford 24/7 protection....the advantages are with the stalker.....
