From the Petition is the following.
"Petition Background
New homes being built must have solar hot water tank and solar panels installed by the builder and be American made. It's outrageous that solar is not being used in the southern and southwest states and California and Hawaii. Owners of older homes should receive a hundred percent tax credit if instslled within the next 5 years. This shoud be a huge savings for home owners in the long run and save millions of gallons of oil."

Go Solar, I have done it. By all means get USA made units to help your economy, even if you have to pay a few $ more, in the long run you are better off.

i don't think any "must" have solar. there are other alternatives that are green. the production of solar panels use toxic chemicals.
