Animal cruelty is viewed as "ARTISTIC" expression? That is mind boggling, especially coming from a person in a position to make decisions. How on earth can people get through to a Moron like that? In that case why not practice some pain and blood on his fellow humans and make it a real portrait of artistic expression and then he can create a new culture in his country of human torture. That would be a lot more exciting than torturing innocent, defenceless animals, as least humans would make it more challenging.

Not ALL Colombian culture is cruel. I am against bullfighting and so on and they should certainly be outlawed. However that headline is a huge mischaracterisation of Colombians. An ASPECT of Coloumbian culture is cruel, just like aspects of all cultures, of course such cruelty should be eradicated, whereever it's found. But it should not be made into a cultural debate, that portrays all Colombians as culturally cruel.
