I have reported several times in the past about the link between domestic violence and animal abuse. Offenders often hold a family hostage because of their love for their pet.

I wish that people were no so vindictive with offenders but tried to keep the families together with supervision. I don't believe a family could be made into hostages because of love of a pet. We forget the well established patterns of human behavior, where if one was abused as a child, the individual would either become as abuser or marry an abuser. Patterns in human behavior do not require incarceration as much as they require rehabilitative treatment, That is the only way to stop the cycle of abusive behavior,

Animal abusers must not be released from jail after their time but also really, really confirmed they won;t abuse an animal again.

Thanks for the news.

This is indeed good legislation. Cross reporting will hopefully allow social services or animal welfare services to intervene in time... and perhaps this could help prevent tragedies and organize counseling before they happen, to help try to keep families together.

Another good one, Simone. Congrats to Illinois' Governor Pat Quinn...

"Signed Friday afternoon in a special ceremony at the Cook County Sheriff’s Office, the measure amends the Humane Care for Animals Act, as well as the Abused and Neglected Child Reporting Act, by requiring animal welfare investigators, who have reasonable cause to suspect or believe that a child is being neglected, abused, or in any such danger, to make a written or oral report to the State Department of Children and Family Services. Likewise, investigators employed by the Department of Children and Family Services must immediately report suspected animal abuse or neglect to the Department of Agriculture’s Bureau of Animal Health and Welfare."
