This is an exceptionally important law to pass. Quite often the threat of abuse to an elder person's beloved animal is enough to put them under the influence of an unscrupulous person. And, since much elder abuse is verbal and hard to prove, evidence of violence toward a pet may be the only thing an abuser can be charged with.
