"It is the act itself that must be viewed as dangerous, not just whether the victim is a person or animal," he added.

Both Cummings and Bartlett, as well as numerous other animal rights advocates, believe there must be tougher laws and court action.

"We need to change the laws nationwide so that animal abusers can't just walk away," Cummings said.

He said while 42 states, including Connecticut, have felony level provisions for egregious acts of animal cruelty, "the laws and courts need to be tougher. Judges often don't hand out severe enough sentences, if at all." But he said animal cruelty can be deterred with simple, but decisive actions every day.
