St. Paul Homicide officers are investigating the case now, not because the dog was killed but because they consider what happened a high-level threat against the family.

How about because the poor innocent dog was horribly executed????
This is another horror story!!! And the maximum sentence is 4 years on each count?....not nearly enough!! Stiffer laws, stronger enforcement!!

So very cruel and needless for this poor puppy to leave the world in this manner...This was a beautiful dog for therapy for a 17 yr old sad can this get? I'll tell you, it was a 24 yr old that did it and he also photographed the slaying on his cell phone! What the hell?......very sadly noted....and I'm glad they caught this boy! And for the girl, I am so very sorry that you had to experience the loss and see that. Not all people are bad honey....only the animal killers........RIP little doggie...May God bless you both....

The continued lack of humaneness amongst humans is appalling!!! I still think much of this has to do with the fact that so many are under tremendous stress with the craziness of the world that we live in!!! THIS IS NOT AN EXCUSE!!! Rather, it is one "reason" that I think we're seeing an increase in the cruelty to other species; the threats of global warming, WAR around the world, and everyday life seem to be piling on people!

This act however, is something that is more cruel than anything I've ever heard off!!! And it's also so disgusting . . . that someone would do this to a young Lady who needed her animal to assist her is even more despicable!!!

I just don't think I can read these anymore. :( Each time I read about one of these heartbreaking stories, I'm there in the midst of it all. My heart shatters into a million pieces and I feel physical pain in my heart and a deep sense of loss and despair for these poor innocents who want nothing more from us than our company.

I don't know how these people walk the earth among us and we don't somehow know or sense who they are, what they are capable of and what's in their hearts; that we are breathing the same air. A piece of me dies with each one of these precious lives and the images remain in my mind until time somehow allows them to fade.

Please pray the I can be stronger, so I can in some way be able to help those who have no voice of their own. It's the only thing that keeps me going because without those of us who speak up, they are lives lost.

Many police dept. are suppose investigate any animal abuse because it is a precursor to human cruelity. I know that in many states that the Animal shelters are suppose to report any and all animal/pet abuse to the police depts. so that it can be INVESTIGATED.
They ought to make it mandirory that all animal/pet abuse is not only investigated by animal shelters but to their local police dept. so they can be arrsted and charged with a felony.
I'm sorry but this in a neccessary need tha should have to be met. NOBODY SHOULD EVER HAV TO BE FACED WITH THIS TRAGEDY. There were signs before it even got to this point....weren't there?

Somebody knoew the family or the teenage girl. SOmebody knew something that should have been report to the police. Shame on the police for not doing ther job, and for not serving he public as they are paid to do.

This dog had the face of total trust and loyalty. Clearly an animal capable of great acts of love and compassion. Sadly it met up with someone totally devoid of all feelings and unable to detect this loving animal's soul. Such people are barely human in the same terms that you and I can accept. For them the hatred and petty revenge outweighs any finer feeling. He used this fine animal's trust to demonstrate his hurt and in so doing resigned from the human race and became some object of the lower orders of hades. We should show him out utter contempt and squash him under the heel of our distain. Rather than jail him he should become part of the food chain and be eaten by a his dying second he would discover respect for the natural world he holds in such ignorance.

Senator Allard, as a veterinarian you know more than most people that animals can feel pain. The animal cruelty laws in this country are extremely deficient. Here is an example. In Denver Colorado, a 16 year old boy and a 17 year old boy set a cat on fire and threw him out of a moving vehicle. The cat suffered 3rd degree burns over 40% of his body. He underwent a series of operations to save his life. His left rear leg and his tail had to be amputated.The two boys pled guilty to the crime and were sentenced to only 2 days in jail, a $500 fine and 18 months probation.

Across the country, there are cases upon cases like this one where animals are brutally tortured for sadistic pleasure and the perpetrators get little more than a slap on the wrist. You have the power to change this by introducing a bill that makes torturing, maiming, or killing a domestic animal a federal offense, punishable by a mandatory jail sentence.

Animals aren't the only victims of these heinous crimes. Many of them are owned by people who love them and regard them as family members. Statistics show a strong correlation between animal cruelty and violent offenses against people, such as serial killings, rapes and murders. A tough federal law to punish and deter animal cruelty would not only benefit animals, it would help people too.

We urge you to support a bill to make aggravated animal cruelty a federal offense that carries a mandatory prison sentence of no less than five years. Without such a law there is no deterrence for the criminals who commit these horrible acts and there is no justice for the victims, either animal or human.

Declarations of Purpose:

There is abundant evidence that there is a nationwide problem of intentional acts of violence and cruelty against companion animals. The vast majority of offenders do not receive adequate punishment. Most of those who have committed violent acts of cruelty have been given probation, community service, a small fine or no punishment at all. At present, the state laws carry only maximum sentences which means that there is a ceiling on the punishment and the offenders can easily be let off the hook. We propose a federal law that imposes a mandatory minimum sentence for intentional acts of cruelty and violence against companion animals.This law is designed to prevent, deter and punish anyone who commits a violent or sadistic act against those species traditionally classified as companion animals, as defined in Section 1 below.


1) Companion Animal: All animals commonly thought of as pets including, but not limited to, cats, dogs, horses, rabbits, gerbils, hamsters, pet birds, and aquarium fish.

2) Cruelty: Any act committed by a person with the intention of causing pain, injury or death to a companion animal including, but not limited to, mutilation, torture, rape, sodomy, setting on fire, burning alive, kicking, hitting, punching, strangling, tail pulling, dogfighting, use as bait or food for other animals, stepping or stomping on, poisoning, smashing against walls or concrete or other hard surfaces, decapitation, amputation of limbs, removal of internal organs, skinning, removal of ears or tails or eyes or other body parts, and spraying with caustic substances.


Cruelty to companion animals as defined in this Act will carry a mandatory prison sentence of not less than 5 years and up to a maximum of 25 years without possibility for parole. A second conviction will carry a mandatory minimum prison sentence of 10 years and up to a maximum sentence of 50 years without possibility for parole.

Anyone who has ever witnessed abuse of a domestic animal knows that reporting it can be a frustrating and hopeless process. Those rare cases that make it to court it often result in a fine that wouldn’t cover the cost of the vet treatment for the abuse.

But I believe that these instances of animal abuse should be a concern to more than just those who love animals. Those who abuse animals do not exist in a vacuum or restrict their violent behaviors to animals. Furthermore, children who are victims of abuse may themselves become animal abusers. Dog fighters are also well linked to organized crime and other violent activities. Whatever punishment this criminal gets, it will not be enough and will never make up for the devastation that it caused and the mark that it will forever have on the family psychologically and emotionally. Surely, the person (dare I call him human) can also be charged with a civil lawsuit for the duress that this hideous crime has and will continue to have on the family for the rest of their lives. This act--so sick--is but a harbinger of what its perpetrator is capable of doing. It could just as easily been done to her as to the dog, but this way she is tortured the rest of her life with this experience and the indelible images in her mind. I will sign the petition but, sadly, whatever time he does serve will not be sufficient and whatever therapy he undergoes will not eradicate his capacity to commit further savge acts.

I thought nothing would shock me anymore when it comes to the levels subhumans will stoop to in order to satisfy their deranged blood lust, but I remember when this story first surfaced at how very shocked I felt. I have occasionally wondered about what would be done to the ex-boyfriend coward who was charged with the crime. We shall soon know. It had better be adequate punishment. If the jerk gets the usual slap on the wrist instead of sentencing to the fullest extent of the law, there should be such a cry of outrage from us animal lovers that judges will rethink their sense of justice in these cases. All cases of animal abuse are heinous, sickening, depraved and intolerable, this one reaches a new low. That poor girl will probably be traumatized for life.

but i am also eqally concerned with the outburst of agression in response , with the call for "justice" through hanging and frying and so on...this will not cut the roots of the story but increase the amount of violence in the world.

This is just sickening! As an owner of a therapy dog for sick children this just makes me so angry. I dont know how I would handle this, and the fact he/she sent it to a child, grrrrrrrr I am just fuming at this! My prayers goes out to this family, your pet is your family, this is a devesating loss and this person should be charged with murder. ANIMALS NEED RIGHTS

This is beyond outragous!! I saw Senator Byrd yesterday talking about severe punishment for these sick individuals, jail time does not seem to be a deterrent. Stronger laws need to be passed!!

To Crystal: I have been through much of what you have been through and also have bipolar. I, too have a companion who is my "service dog" and best friend. I cannot imagine the pain you must be feeling. At least, though, through this, you have been able to see that many more people are good than bad. Your baby is in heaven, waiting for you at the Rainbow Gate. God Bless.
