France's household pets have been promoted from the status of furniture and other inanimate objects after lawmakers passed a controversial amendment qualifying animals as living beings.

MPs at the National Assembly legal committee in Paris voted to change part of a Napoleonic law, which classified dogs, cats, horses and other species as personal property or "movable goods".

The new bill, sponsored by President Francois Hollande's Socialist party, described animals as "living beings capable of feelings".

It was approved on the back of a petition signed by almost 700,000 people, urging lawmakers to modernise the definition of "animal" used in the 1804 Napoleonic civil code which is still in use.

Activists said the change was necessary to better protect animals against cruelty.

Pet owners will be able to claim damages for the suffering they incur if their animal is killed. Before the amendment, they were only entitled to compensation for the cost of the animal.

The law is also expected to facilitate judicial decisions in divorce cases concerning the custody of a couple's pets. Judges will assess if a pet has stronger feelings towards one party over another.

Critics have warned that the bill threatens farming, hunting and scientific research and said it could open the door for animal activists to take legal action against those who kill "beings with feelings".

It sounds truly unbelievable...but then animals should have laws similar to ours meaning an overhaul of the pathetic lax current laws. Is that in the future otherwise it's 4 not. Thx Marie

We all know every being has feelings, many cultures think animals feel no pain and believe they are God and are allowed to torture animals before they eat them. I am disgusted firstly in the Middle Eastern culture right up to China. They are not human, they kill for fun, they will come back as an animal they tortured the most. God will see to that.

This is indeed wonderful news. I commend Frances' Socialist Party President Francios Hollande for pushing the new law forward, and the country for recognizing the fact that "animals are people, too". Our 2 Samoyeds and our cat are all FAMILY MEMBERS, and are treated as such. Here's to France!! I, (and I'm certain, millions of others), are now hoping and praying that the rest of the world will follow suit. Animals DO HAVE FEELINGS...THEY HAVE SOULS...THEY BOUND WITH JOY...THEY GET SAD AND GRIEVE, JUST LIKE HUMANS DO. THE TIME HAS LONG SINCE PASSED WHERE THESE FACTS ARE RECOGNIZED BY ALL OF HUMANITY.

what a brainstorm !!!

Sad that human perception sank so low that it was NOT this way until the French came up with this revelation!! Even sadder, it continues to still be the norm that animals are objects in many countries - it is testimony as to how dense we CHOSE to be towards animals.

The french will not get 100% applause from me, though this might be a good step that has been taken, the french have a long way to go, it has still not been forgotten how livestock animals exported from the UK were brutalized by the french.

And they're recognizing animals as intelligent beings will not convince us that they will no longer commit atrocities.

Is it only peoples pet animals whom are considered intelligent

Animals / birds still continue to be at risk, migratory bird populations are known to be under great threat, including small song bird species, which are caught and eaten as delicacies.

From the segment of the article I was able to read, this legislation was fiercely debated and considered by critics as a threat the the French way of life. Why? As much as the French seems to love their dogs, why would giving them the status of living beings even warrant discussion?
