From the article:

Those looking for we’ve-lost-Iraq news have a surfeit these days. Yesterday, their government signed a $4.2 billion arms deal with Russia, purchasing attack helicopters and surface-to-air missiles, the latter of which they’ll happily not use to prevent Iranian Revolutionary Guard flights going through their territory to resupply Bashar Assad.

Common Sense. How can a divided country into section (Similar to South and North Korea) defense and support itself.

Western Iraq need continue finance by selling oils and purchasing Russian made goods to protect because:
1. Country is divided after invasion of Bush Era & NATO military.
2. Prime ministry of Iraq / President is corrupt and do not known how to lead. He select, control / suppress (Listen), by American military during Bush Era.
3. American label western Iraq as terrorist group. Why? for one thing, they are upset by Western Irag citizens for dividing and electing Prime minister who do not care about the Western Iraq people. Revolution group care and support Wester Iraq finance for Western Iraq people.
