I thought that's what the UN watchdog is for? If they are not tightly monitored of course all the old clan chiefs and other govt. officials will continue to line their pockets as has been traditionally done for decades.

Watchdog cannot force funds be spent, just prevent misspent it seems. You cannot currently send a star to Angelika because you have done so within the last day.

Poor countries have a much bigger than their spending, they have super over population and if they do not use birth control, their situation will only become worse. Seems no one ever wants to address this problem, but someone must. As Harrison Ford has stated " the earth can not take any more people, we are killing it and our selves.

Yes the governments may be corrupt, but remember, any valuable natural resourses such as tea, coffee, diamonds, oil , even now their water, are out of their control and "owned " by greedy corporations who took control of these by force and death....

My problem with this article is that they are making the statement that they are not spending what they said they would, and then qualify that with and/or what "has been estimated is needed by international organisations."
