""Most people really don't know around the world that RPI's probably the best university for semiconductor technology," said Ruiz. "So all of that combined just made New York the ideal place for us to be."

Already under construction, the $4.2 billion plant is expected to create 1,400 jobs. Completion isn't schedule until 2012, but Luther Forest Tech Park Executive Director Michael Relyea said it's already impacting the local economy.

He said, "There's no other jobs in the United States that are going on in volume that there are right here...It is a new era. I think what we're looking at here, especially with GlobalFoundries breaking ground here today, it's international."
