Read the comments section of this to get all the information. The link only goes to a translated page from a message in my email. I thought this the best way to update everyone on the responses I received from letters sent out. I'll translate and post.

These are all email responses I received from letters I sent out. They are in Spanish which I am translating using babelfish since I don't speak Spanish!! I thought you all would like to know that people ARE paying attention to our posts, petitions and emails!! Someone else, too, is fighting this and their response is the longer one. Apparently, they are pushing the petition issue to the front when writing to folks demanding action.

1) A new case of cruelty animal deserves all our endorsement. A movement already exists in Buenos Aires to solicit that the people in charge of the macabre act are process. To contribute the greater number of people than they solcitan it can be to them of a great aid. More information in www.ea6gk.org

2) Cultural center of Spain Roundhouse of the Little light, District Escalante San jOse Costa Rica

Email: info@ccecr.org

Very gentlemen mine: Having had knowledge of the published thing in the Network (http://fon.gs/nosilicona) of which this Spanish organism sponsors, indirectly, through a program of the National Factory of Danza-Conservatorio the Boat, to Mr. Guillermo Vargas.
Considering that the past 16 of August last, this gentleman let die a dog in the gallery Codex of Managua, and in the hypothetical case that there was not dead, if that was persecuted, captured, retained, exposed, humiliated and that caused to given pain its famélico and ill state to him.
Considering that at the moment more than 256,000 people (http://www.petitiononline.com/13031953/petition.html) all the intervening organisms ask for that Mr. Vargas neither represents Costa Rica nor is admitted in the Central American Biennial Honduras 2008.
Considering which as citizen Spanish I consider myself in the right of being able to solicit that with the budgets of my country one would not be due to subsidize to no person who, being of public knowledge and being in the hemerotecas of the newspaper the Nation, has mistreated to an animal in name of the art and own benefit, consequently, I solicit to the Cultural Center of Spain in Costa Rica it does not offer any type of sponsorship to Mr. Guillermo Vargas nor to those organizations for which this gentleman is going to have any type of relation.
Kindly its email puts its name already is an average identificativo, is not necessary puts its DNI

3) I am of Costa Rica and I feel just like Ofelia, of not being a Spanish citizen to be able to sign this one letter, thanks Jaime to follow this one fight, we followed with you Carol

The author of the original petition has posted this as a blog. It appears that it was sent to officials who can do something about it. The number of signatures is playing a crucial role in this, so we all should be proud we helped skyrocket those numbers. Poor Navidad is at the Rainbow Bridge now, and I hope I can greet him there and be his companion, but I'm sure he knows we're down here fighting the abomination that did that to him!!

Here's the blog as translated by babelfish:

13 November 2007
Letter to Mrs. General Directora of the DG Culture of the European Union

Mrs. General Directora of the DG Culture,

Distinguished Mrs. Odile Quintin.

I am the author of the request Online http://www.petitiononline.com/13031953/petition.htmlhttp://www.petitiononline.com/13031953/petition.html
that at the moment he takes subscribed more than 250 thousand requests so that Mr. Guillermo Vargas is not admitted in the Biennial Centroamerica Honduras 2008.

Him step a summary of the facts:
The 16 of October I knew the published news in the newspaper the Nation Costa Rica of which an artist had let die of hunger to a dog, famélico and patient, tied to the wall of the gallery Codex of the city of Managua (Nicaragua). The dog comprised of its "work" contravening the international rights of the animals gathered in the UNIVERSAL DECLARATION OF the RIGHTS Of the ANIMAL

Article 10º
a) No animal must be operated for relaxation of the man.
b) the animal exhibitions and the spectacles that use as animals are incompatible with the dignity of the animal.

These facts happened the 16 of August of 2007. Mrs. Juanita Bermúdez, director of the gallery Codex, allowed to Mr. Guillermo Vargas, alias "Habacuc", that the ill and famélico dog exposed that had made persecute and capture by children from Managua to which córdobas "by the made work paid to them".

By the published thing in the newspaper before mentioned, apparently also the supposed one was allowed in the presentation burns of 175 stones of crack and one ounce of marijuana, drugs prohibited by the national laws of most of the States and by the international treaties subscribed in that matter to attempt against the public health. To where I know, these facts have not been investigated by the Direction of Drug Investigations DID and the Public Ministry of Nicaragua.

In last September, in the Biennial of Costa Rican Art (Bienarte) the jury, integrated by Ana Sokoloff (Colombia), Oliver Debroise (Mexico) and Rodolfo Kronfle Chambers (Ecuador), chose to Vargas like one of the six artists who will represent the country in the Central American Biennial of Honduras 2008.

The Bienarte was organized by the "Industralists by the Art", whose president is Mr. Ronald Zürcher, declared defending of Mr. Vargas so that this one represents Costa Rica in the Central American Biennial Honduras 2008. He is incomprehensible that while Mr. Zürcher designs, like architect who is, constructions with aesthetic ethics and, soon can support a work free of these values.

The same day that I know the news, that is the 16 of October 2007, beginning a request campaign of companies to ask for the organizers of the Central American Biennial Honduras 2008 who veto the presence of the costaricense Guillermo Vargas.

The dog had been given by dead, always according to published in the newspaper the Nation and thus he was it during 2 months, until the 19 of October, date in which the director of the gallery Codex, due to the international pressures, revived the dog and does surprising and incredible declarations affirming that it was not dead, that had ahead escaped the noses of the guard.

To day of today, with the endorsement of more 250,000 people, diverse associations of protection animal, and professionals in laws, they are preparing all the documentation to be presented/displayed to the authorities of Costa Rica, Honduras and Nicaragua and also to all mass media. Almost with complete certainty, this case will enter the European Commission.

The request that is formulated, basically is the following one:

- To ask for the authorities of Costa Rica that Guillermo Vargas does not go to the Central American Biennial Honduras 2008 in representation of this country. Case that this request does not prosper

- To ask for the organizers of the Central American Biennial Honduras 2008 who do not admit the presence of Mr. Vargas in representation of Costa Rica.

- To solicit to "Industralists by the art" who retire the prize to Mr. Vargas.

- To ask for the galleries worldwide that do not admit works of Mr. Vargas.

- To ask for the authorities of Nicaragua that they investigate if facts happened the past 16 of August in the gallery Codex can consider criminal activities according to the Laws of their country.

These facts are perpetrated by a Costa Rican citizen in the republic of Nicaragua. It is evident that everything very the margin of the European Community has left but I believe that is important that the members of the same one are expert of this case and of any other that entails I mistreat of people or animals in name of the art, as is this case.

I ignore until point you can take part to ask for Costa Rica that she also does not send to Mr. Vargas to the Biennial and so that Nicaragua investigates if the facts occurred in the gallery Codex constitute crime according to the laws of their country.

To also inform to him into which Spain through the Cultural Center of Costa Rica (http://www.ccecr.org/cce//index.php?option=com_frontpage&Itemid=1) sponsors projects to Mr. Vargas of doubtful artistic interest (under my point of view)
http://www.marcaacme.com/blogs/analog/index.php/2007/10/16/coreografia_en_sexto_no_silicona_obra_de

Like Spanish citizen, desire to show my to him deeper rejection to than an artist, of exceeded bad world-wide, maltratador fame of animals, can perceive nor a small part of my taxes.

Respectfully, it receives my greetings
Jaime Sancho

The Costa Rican Museum of Art and Design, had buried it its website the following response to the petition to have the sadistic artist "Guillermo "Habacuc" Vargas removed from the Biennial of 2008.

I've translated it.

"The Museum of Art and Contemporary Design (MADC) of Costa Rica responds to all the mail they’ve received asking for the elimination of the participation of the artist Guillermo Vargas (Habacuc) in the Central American Biennial Honduras 2008,

The Museum of Art and Contemporary Design (MADC) of Costa Rica clarifies:

1. The MADC does not have authority to decide who represents Costa Rica in the Central American Biennial Honduras 2008. The purpose of this museum has been one of promoter of the Costa Rican Biennial of Visual Arts, acting like facilitador and host of the work selection made by an international jury.

2. The sample of the Costa Rican Biennial of Visual Arts 2007 that at the moment is exposed in the rooms of the museum, includes/understands two works of Habacuc, concretely, "Jony reading and explaining" and "Placards". The work in which Habacuc involved a dog, that is being questioned internationally, was made in August of 2007 in the Gallery Codice, of Managua (Nicaragua). That work did was not included nor comprised any of the work selected for the biennial, therefore it is not tied to the Costa Rican Biennial of Visual Arts 2007 nor to the Central American Biennial of Honduras 2008.

3. On the other hand, independently of the ethical and/or aesthetic arguments that can be found in a work like this by the artist Guillermo Vargas, (Habacuc) in Nicaragua, from the MADC’s opinion: That a questionable or questioned work, must serve to give rise to the expression of different opinions and never to acts as censorship. That the censorship of a work or artist by the subject or the form applied, is a taxing measurement that evades the same interrogation on which it tries to question or to annul. That to apply this type of measurement it would imply that the organization of the Central American Biennial Honduras 2008 assumes the position of judge, and applies a "punishment" to an artist from a demand, happening outside of the decisions that a prestigious jury took to include this artist as part of the representation of Costa Rica at the moment and appropriate place (the Costa Rican Biennial of Visual Arts 2007).

Therefore, in regards to the request to eliminate from participation Guillermo Vargas (Habacuc) in the Central American Biennial of Honduras 2008, we considered this to be legally inadmissible and unfounded, not only because the works with which the artist was selected to Bienarte 2007 are different from the questioned work, but because the censorship of an artist to make a work is very controversial - although this subject, that is discussed within the scopes of aesthetic and ethics does not have any basis for legitimate censorship."

In other words, they don't care that almost 300 thousand people around the world have signed the petition to have this inhumane creep excluded from their art event.

So I say, contact the organization that helps fund the Biennial art event and the Costa Rican Museum of Art and Design. The Organization is in the Netherlands, and is called HIVOS (Humanistisch Instituut voor Ontwikkelingssamenwerking) They have an English version website here: http://www.hivos.nl/english
And you can e-mail them at info@hivos.nl

Tell them to please stop funding art events that showcase artists the kill and hurt animals for art's sake.

Thank you.
