Yes, you can produce a combustible gas from the electrolytic separation of hydrogen and oxygen from water, however, the amount of energy obtained from combustion will ALWAYS be less than the amount of energy required to convert liquid water to hydroxy gas. In other words, while you may be using less gas in your car, you are using more fuel someplace else to make the fuel you use in your car. The only worthwhile solution here is to ensure that the power source for electrolysis is clean and efficient. Perhaps a hybrid solar-electrolytic vehicle would work. My main point here is to warn you all away from the so called "fuel-saving" mods for gas and diesel engines which claim to reduce fuel usage by "burning water". If you have any doubts, please, read up on electrolysis on Wikipedia.

Nora, you are right - the device is basically a fuel cell, which PRODUCES, not USES, water....unless those two laws of thermodynamics have magically been broken!

Einstein said imagination is more important than knowledge. We don't even know how to create life, and the simplest living organism has thouands of chemical processes. It is scary to imagine what will be discovered this century we have no knowledge of.

I wonder who is going to come up with something that produces energy. The people doing this have already begun to show the tell-tale signs of pseudo-science. After years of ridicule from scientiests that a perpetual-motion machine is impossible, these people are labeling their inventions over-unity.

As CSI-COP (q.v.) has stated, what is the difference between a perpetual-motion machine and an over-unity device? Pseudo-science disguised to fool the public.
