Peruvian judge ordered a mayor accused of inciting anti-mining protests be held in "preventative" detention for 5 months.Two people died & dozens were injured in Monday's protests in Espinar against expansion of a copper mine run by Swiss company Xstrata.

Use of Force against protestors who are not armed, not harming property, etc...must be made to be illegal internationally + nationally for each country. How can military and police get away with these attacks?
