I am pleased to see Florida up top where I live now as well as Massachusetts where I was born and raised. I can see the Live Free or Die State of New Hampshire is lagging behind terribly. I guess you are free to do what you want there, traffic humans and let them die.

I was surprised to see the state of Califonia at the top of the list.

I was, at first, under the idea that with the influx of many diverse cultures, populations in California that
the state might actually be in the lower middle. To my surprise, CA had a tier 1 rating with a plus 7. Looks
like CA is keeping an eye on human trafficking situations.

glad more states are getting up to speed on this--wish more wouldn't keep punishing the victims by charging them with prostitution
