Sexual violence in the U.S. military is a crisis. Despite over 25 years of Pentagon attempts to solve the problem, cases of sexual assault continue to occur at alarming rates. The Department of Defense estimates that in 2010, there were 19,000 sexual assaults in the armed forces.

Making matters worse, each branch of the armed forces has its own judicial system, and it's currently legal for a base commander to overturn a lawful conviction, as evidenced in the outrageous and widely-reported decision to overturn a conviction at Aviano Air Force Base in February of this year.

The military justice system needs serious reform. The STOP Act takes the prosecution, reporting, oversight, investigation, and victim care of sexual assaults out of normal chain of command and places jurisdiction in an autonomous Sexual Assault Oversight and Response Office made up of military and civilian experts.

Your member of Congress needs to hear from you. Congress won't act if they don't know they have the support of the public behind them.

A man's passion is not the question here. Rape is always and without question a crime of violence and it is the violence, not the sexual act that is the quest.

I'm stunned that a woman would suggest another woman should be subjected to rape. Then paid so she can not complain? *shaking my head*

Sorry, could not sign, no representatives there for me. Then, what about ending the military service, no more wars. A drawback - some folks make too much money by making wars so there is no end in sight - 'til kingdom comes.

This is not "men will be men". Perhaps it is "power" rearing its head.......Perhaps it is hatred "no women allowed"..is no longer true. But surely not acceptable behavior for the military who keep us all SAFE,,
(all, but military men and women who have been assaulted) ......................There is some movement afoot and I am optimistic the situation will be changing........Thank you .

Paul M., the President may be Commander in Chief, but he does not and should not have the power to rewrite any of the Code of Military Justice by fiat, can you imagine what another Bush/Cheney could do. The unfortunate fact is I do believe that Congress has to change the Uniform Code of Military Justice. now stop and think about all of the crap that had to wadded through for the following: Racial Integration of the Military, allowing Women into the Military one step at a time, ending Don't Ask, Don't Tell and allowing LGBT to openly serve.

People in the military, by and large, are 'power & control' predisposed. Perhaps, that 's a good thing, when at war. However, when not, it is most often a disaster.

To Barbara V.: Your passion is understandable, but, perhaps, would not be put to good use through revenge.
Rapists are people, with whom you cannot reason. Retaliation of the same, would only extend their anger upon another victim. They prefer not to feel another's pain, because in most cases, their own pain is so great, due to having been abused in the past, and believe in the old saying, 'Misery Loves Company'.

The truly amazing point concerning abuse is, females take it inwardly and punish themselves, when it wasn't their fault in the first place; males extend it outwardly, further complicating the issue.
Of course, this explains how differently we raise our children. So, as always, the answer is education and a mentally healthy upbringing. This is the place we should start.
Politically, when we continually take away resources from the lower and middle classes, we have more and more people becoming angry and taking it out on their families. Low income families need less stress, not more. We are not seeing the trees for the forest

Unfortunately, studies and statistics show that rehabilitation doesn't work, by and large, due to the extreme damage done to the abuser.

I don't know the answer; I only wish that I did.

I can't think of too many things more shameful than violating your fellow soldier! Shame on those who take advantage of women in the armed services and those who have the power to put a stop to it, but choose instead to look the other way! The "good ole boys" mentality has to end. The "band of brothers" now includes "sisters" as well. Their male counterparts must treat them with respect and dignity --or be prepared to pay very high consequences for their actions.

S&N. As a military veteran, the very idea that this has risen to epidemic levels disgusts me. As a human being, ditto. They teach in the military, or did and I imagine still do, that you MUST be able to rely on the person alongside you to have your back in every circumstance. It is how you stay alive. This is a complete betrayal of that teaching. That it is so often overlooked, condoned, or dealt with by "administrative" punishment, meaning washing floors, is also disgusting. These predators are no less so than any in civilian life and should be sentenced as sexual offenders in civilian life are, without exception. This MUST become a top priority for the military, our soldiers depend on it. And we depend on them.
