The NRDC launched the initial Action to save dolphins in 2004 started when dead dolphins were found on the San Francisco Beaches in the bay. A young high school man started that action by alerting the public. The USN has since worked and squirmed against the restrictions.Effectively rendering that constraint imposed then as useless. This new action by EarthJustice is applauded by all who love the Ocean and its gentle denizens.. Mid range and high frequency sonars are both dangerous. In 2007 The USN applied for and receieved patent for a weaponized hi frequency sonar beam weapon. This differs tremedously from normal mid range sonar used for detection and navigation. It is mega wattt and requires a nuke reactor to provide power of a small city to power it. Multiple concentrated beams are directed and converge on a single point and create a supercavition of rupturing bubble for a nano second duration. This explosion without projectile creates tremendous heat and pressure and destroys even metallic objects immediately. It can destroy incoming torpedoes and clear mines at great distances from the submarine or surface ship. Its deployment is auto controlled by computers to allow for rapid response to high speed weapons . Unfortunately pilot whales and dolphins fit the profile of stealthy torpedoes which are electric ,quit and similar speed. Some weapons are also coated with a sonar impinging material to reduce metalilic ping return to sonar (similar to rubber -oil impregnation known as whale-skin to mute sonar return signal-first used by Soviet submarines long ago)
The unfortunate profiling causes weapon to auto-defend against hapless whales and dolphins and incident of stranding of pilot whales a has increased dramatically since deployment in 2007http://www.wired.com/dangerroom/2007/04/navy_patents_ca/
