The City of Halifax refused to grant the single owner of a a dog abruptly seized for euthanization a request for an expert assessment and transfer to a foster home for the duration of a court case, or until the matter can be resolved out of court.

sounds like they not only hate dogs , but have unreal expectations of dog behavior. why are other dogs out and about and provoking other dogs? why aren't all the other dogs on death row too? another load of garden muck from politicians without enough real work to do.
