Translation...

So say members of 10 th International Conference "Rivers of Siberia", which was held in Tomsk.

This is a draft Strategy for the Development of Siberia until 2020, which is being finalized and will shortly be approved by the Government of Russia.

Conference participants noted that the development of such a document clearly important for the implementation of public policies on economic development of Siberia and Russia. However, the basis of the strategy in the submitted version of the remains into the commercial production of natural resources in Siberia.

Besides, According to this strategy is proposed to build hydroelectric power stations on Evenki Lower Tunguska River (territory of the former Evenki Autonomous Area), Motyginskoy hydroelectric power station on the Angara River in Krasnoyarsk Krai, Altai hydroelectric power station on the Katun river in the Altai Republic, as well as raising the level of the reservoir Boguchanskaya hydroelectric power station to mark 208 m.

"We believe that careful evaluation of alternative socio-economic development of the Krasnoyarsk Territory will save resources for the real solution to the problems of energy security Russia"- Says the program manager for the Environmental Policy of oil and gas sector, WWF Russia Alexei Knizhnikov.

Particularly glaring is the fact of Ecology was the presence in the Strategy (albeit in a veiled form) of such odious megaprojects Soviet era, as part of the flow diversion of Siberian rivers to Central Asia: "... Considering the excess water in the region is possible to export water in more arid areas and adjacent territories.

"In addition, the draft Strategy contains certain provisions whose implementation in the next 10 years seem to put it mildly, improbable- Says Mikhail Kreindlin, Head of Greenpeace on Protected Areas. - Such, for example, is otnestistroitelstvo railroad across the Bering Strait or the development of transport noosphere.

The participants sent a petition to the President of Russia Dmitry Medvedev to provide an exception to the strategy of these heinous plans of hydraulic engineering.

The conference also sent a petition to the Legislative Assembly of Krasnoyarsk, where shortly to be held public hearings on the plans of hydraulic engineering in the province, with the requirement not to allow the implementation of plans to build the Evenki and Motyginskoy GES and Boguchanskaya GES retaining the normal level (NPC) 208 m.
