Heat waves, droughts and floods affect poor people disproportionately, according to a new report that recommends legislation to alleviate the impact as the climate warms.

Carbon offsetting seems to let the polluters go on polluting; it's better to stop polluting. Poor people do suffer more from global warming in poorer nations already, and the poor in even so-called developed countries also suffer.
