People who are in financial difficulties often can see no way out and fall pray to these sharks.the borrower often has no idea of the amount of interest charged and find themselves sinking ever deeper in debt.Greater controls should be placed on these companies who are praying on vulnerable people.

What: "We, the undersigned, urge you to make necessary reforms to the payday loan system. Adequate protections must be enacted in all states to ensure that predatory lending doesn’t take advantage of families." Could you at least recommend some improvements, then I might sign.

Some countries already limit the level of interest that can be charged on a loan, the UK is about to impose such a limit, about time too, interest rates of 4000% are not unknown! See: http://www.bbc.co.uk/news/uk-25085299 for the detail.
