As for as ridiculous ideas to address an issue like pet-overpopulation -- this one wins for the day. If the town wants to do something CONSTRUCTIVE, they should trap, alter and release these cats and let the townspeople feed any feral cat they wish... It is not the cats' fault they are living in urban colonies... It was US who domesticated them and then turns them loose when inconvenient or they are not "cute kittens" anymore. These are the consequences when we continuously try to dominate other species and make them conform to our human livig patterns. Poor kitties!
