A federal judge has ordered the Navy to adopt stringent new safeguards intended to improve protection of whales and dolphins during its sonar training exercises off Southern California.

The judge is NUMERO UNO; the US Navy sucks big time...
This is deplorable..which is why it shouldn't surprise anyone that Extraterrestrial Biological Entitities won't make their presence manifestly known anytime soon!

Great news. The navy with it's 119 billion part of the 500 billion defense budjet,
(not including the Iraq and Afgan war) can find another way to do this. There is
a Rear Admiral Leyman (SP?) that has said this publicly.
