View the May 29 video - a harmless mentally ill man waits on a corner in Passaic. A police cruiser drives up. A MAD officer jumps from the car and starts BEATING Ronnie Holloway, tosses him to the ground and continues beating him!

The female officer tried to stop Officer Rios from beating the mentally ill black man, but Officer Rios is completely out of control. He continues delivering hard blows to the citizen for no apparent reason.

The whole thing was caught on video at a nearby restaurant and was aired later on the news.

ABC News reports:

The victim's mother, Betty Holloway, said that without the surveillance tape, the truth about what happened would never have been revealed.

She said the female officer at the scene never tried to stop the officer as her son was beaten to the ground. Both Holloways deny he had a drug problem.

Betty Holloway said her son had always respected police before this incident.

"Now, he is confused and doesn't know what to think," she told ABC reporter Stacey Sager of New York affiliate WABC.

Passaic police refused to comment for ABCNews.com. Rios, a 7-year veteran of the police department is STILL ON ACTIVE DUTY, according to local police reports.

Ronnie Holloway's eyes were still black and blue one week after he was allegedly beaten by a Passaic, N.J., police officer -- an attack that was inadvertently caught on a video surveillance camera.

Holloway, who is on medication for schizophrenia, joined more than 80 others outside that community's city hall Saturday to demand that Officer Joseph R. Rios III be fired.

Another of the demonstrators at Saturday's rally -- Shawanna Barksdale of Passaic -- claims she, too, had been pulled from her car two years ago by Rios in a case of mistaken identity.

"I'm really upset this happened again," said Barksdale, a 30-year-old phlebotomist with three children, ages 15, 9 and 2. "It's still bad enough to be emotional."

She said Rios had jumped into her barely stopped car as she was pulling over to assist her sister, who was parked by the side of the road.

"He just attacked me," she told ABCNews.com. "He jumped in my vehicle and dragged me out by my hair. I still had my foot on the brake and wasn't even parked. He told me to get out with no explanation why, then hit me and cussed at me."

Ms. Barksdale, said she was arrested and charged with aggravated assault and obstruction with a vehicle. Those charges were later dropped, but no action was taken against the police.

Police Shouldn't Hurt Us

"I remember that," said her cousin, Khadijah Barksdale, 15. "I think [the officer] should be charged with something and fired," she said. "That's just not right because he has a gun on him and all the power. He's a policeman. He shouldn't be hurting anybody."

Holloway was charged with "wandering or loitering or remaining for the purpose of obtaining drugs."

Video surveillance was set up at Lawrence's Grill and Bar to catch criminal activity. On May 29, the day of the alleged beating, the shift manager was told there had been a police incident outside and reviewed the recording.

THE TAPE, ACCORDING TO HOLLOWAY'S LAWYER, WAS SENT TO THE PASSAIC POLICE DEPARTMENT, "WHO DID NOTHING ABOUT IT."

JUNE 2009 UPDATE - Jeremy faces additional charges for making terrorist threats to a guard! This is what happens to mentally ill people who are criminalized. They keep getting additional time added to keep them longer and continue billing taxpayers. Again, the prosecutor offered this sick young man the opportunity to sign a PLEA DEAL on the new charge although his mother holds his power of attorney and his signature should not be counted on legal papers! Care2 member CA.J. said that New Jersey police also beat her and gave her a case of PTSD that now prevents her from being able to work like she did before. She is in social work and reported on a child neglect case, and the parent retalliated and put forth a bogus charge against CA.J. The responding policeman allegedly went to CA.J.'s home and ATTACKED HER.

Just as CA.J. said happened in her case, the police officer had allegedly attacked at least one other citizen, and now his attack on the mentally ill man made the news only because it was caught on surveillance video by a nearby restaurant.

The video showed Ronnie Holloway was just standing there when a cruising police car stopped and the officer jumped out and started beating Ronnie with his fists and his stick! Other police came, and they charged the VICTIM with loittering and cruising for drugs. The victim had no drugs - IS IT ILLEGAL TO STAND ON THE SIDEWALK NOW? I know that your case is with NJ police also. They are brutal, it appears!

I wonder if the prosecuter will do this victim what they are doing to you, CA.J. - OFFER TO DROP THE BOGUS CHARGES IN EXCHANGE FOR RONNIE NOT PROSECUTING THE ABUSIVE POLICE OFFICER!

CA.J. REPORTED THAT UNLESS SHE DROPS THE POLICE ABUSE CHARGE, SHE HAS TO STAND TRIAL ON JUNE 30 AND POSSIBLY GO TO JAIL! WILL THEY DO THAT TO RONNIE ALSO? BOTH ARE NJ CASES.

That kind of blackmail seems like criminal abuse of power. I would stand up to them and take a jury trial, CA.J., but you do what is best for YOU. Please don't take my advice and fault me if they railroad you into jail to punish you for telling on the police officer who you say abused you. Such things have happened.

this is so totally outrageous. Obviously, the entire police department is corrupt, and need to be prosecuted. How dare they, accost a poor man minding his own business. Then they offer him a "plea deal"?????. How can this happen....it is beyond any comprehension i am capaBLE of. Can the governor do anything? Who can???
Respect is earned, not demanded. How can we let these things happen to our most vulnerable citizens. And yes, Mary, the returning troops who are treated medically, maybe; but are on their own to deal with their PTSD. when those who commit suicide because of the horrific experiences, our government is just as responsible as they are for the thousands who have died in combat.
I pray these people try to find sompassion in their hearts. Until they do, they should be treated as any other criminal, prosecuted and sentenced.

PEOPLE CARE ABOUT THE MENTALLY ILL - THEY ARE WORTHY OF DOG JUSTICE!

IF OFFICER RIOS HAD ATTACKED A DOG and beat him like that, he would be in jail today. Instead, not only was he not jailed, but the policeman was left free to keep treating vulnerable citizens that way. Shameful!

There used to be a time when cops would walk a beat and be part of the communitee. Those days have been long gone! I know there are still good cops out there....somewhere. My friends and I observed that the people who are todays cops are the ones that had no "power" or didn't quite fit in...(in there own mind.) at school and are now trying to hide behind the badge. Keep up the fight Mary you have many voices here to support you...AND we WILL be heard!

Thanks, Stephanie. I fight to be heard, and it is quite a fight. Tonight I was trying to add "African American" and "Taser" to my taglines for the NowPublic.com article I published about the California officer going on trial for killing Oscar Grant. I was prevented. However, I know there would be no attacks on my freedom of speech and press if the truth was not reaching people and helping to effect positive CHANGE.

Thank all of you and Care2 News Network for helping to make abuses to psychiatric patients headline news. Elected officials care about what voters care about, and voters cannot care about issues they do not know about.

Your notes on this news help expose the denial of basic human rights to mentally challenged Americans. The Ronnie Holloway beatdown video clearly shows that some people don't have to be doing anything wrong to suffer abuse. The Oscar Grant murder video shows the same thing.

EQUAL JUSTICE is of great importance to me. We may never really have that, but we should all try to make "liberty and justice for all" a reality.

Mentally ill people, especially African Americans, have NO rights - not even the right to life.

As you know, my brother, Larry Neal, whose picture I use at Care2, was SECRETLY arrested and murdered, and the USDOJ refuses to even do an investigation. We have been asking for records and accountability for nearly six years, but instead of helping us, my mother and I have to live like runaway slaves or Ann Frank in our homes for safety. Because I ask about Larry Neal, I get chased and accosted when I leave home. Last fall, before I gave up leaving home, I was followed and waylaid at a neighborhood store by four cars and a USDOT truck. Called 911, and no police came during the hour I waited with my little grandson terrified. Finally, family came to save me from the men.

WE ARE NOT PERMITTED TO TALK ABOUT OR WRITE ABOUT MY MENTALLY ILL BROTHER'S MURDER, and unfortunately, when they arrest black mental patients and murder them, like Larry Neal, they do it off camera.

and you will see some of the terror we endure. Authorities will do nothing about Larry's murder, and they don't like me writing about it.

Overseas War on Terror prisoners are not the only ones who were tortured and killed during the Bush Admin. They are not the only ones whose records are kept from publication in public view. My brother was a U.S. citizen in Memphis Shelby County Jail, and he was killed and his death is handled with the same secrecy. We are lucky they gave his body back.

Mary, I am sorry for what has happened to your brother and the pain it obviously has caused you and your family.

I live in New Jersey and saw this video and have read articles relating to this. Apparently, the gentlemen was standing on a corner with an unzipped sweatjacket and no shirt underneath. The police pulled up next to him and the woman officer asked that he cover up, which to my understanding he did. The male officer got out of the vehicle and gave a major ass whoopin to this poor man. This is a known drug area, but as anyone interviewed would relay he does not and has not done drugs. I do not know what set this officer off but it certainly appears to be unwarranted and even if there was some type of criminal activity (which there wasn't), he did not deserve this beating at all.

I would not say the woman officer tried to stop this to any great degree other than walking around. Of course, there is no audio so noone knows what was being said.

I would not condem an entire police department because of the actions of one. That is a bit premature. As far as the Governor interceding in this. Our Governor would do it only for political gain. He is down in the polls and it's election time this Novemeber so maybe he will.

Thanks for responding, Suzanne, and giving us more information as someone who lives in the area.

If you read the article at the "visit site" tab, you will note that Officer Rios is accused of doing the same thing to a black, female driver. She told ABC that Rios pulled her over for a traffic stop, grabbed her out of her car by her HAIR before the car came to a complete stop and her children were in the backseat. She said he started beating her for no reason. She complained that no action against Rios was taken after her reporting her police brutality at Rios' hands.

Police officers are frequently excused for illegal attacks on citizens, particularly black, brown, and the mentally ill of any race. In fact, police are trained how to beat the tape - convince juries that they cannot believe their own eyes. Check online for FORCE SCIENCE.

Thank you for commenting on my brother's murder. The injustice is certainly not in the past, however. Every day that we go to our mailboxes and find that we are still denied any records, excuses, explanations, or accountability whatsoever regarding Larry's secret arrest and death is another day to be reminded that African American families are expected to pay taxes, but accept the fact that we have no rights - not even the right to life.

Your comments are very much appreciated. Even if the governor is not sincere, public outcry may help Holloway's family if they pursue a lawsuit. Such a lawsuit is not just for money - they help deter police violence. Oftentimes, people who have no regard for other human beings have high regard for Ben Franklins.

i emailed every crime investigation show i could think of about your brother. i can't view video, but i tend to believe everyone. however, i've also seen a couple of episodes of "cops" and see that people can be horrible. cops get killed over parking tickets, so if they have an itchy trigger finger or in this case, can't subdue without beating, then they need to be fired, but not demonized. it's clearly the most difficult job around. worrying about their safety every second of the day must be nerve-wracking, and knowing they have to anticipate the actions of unpredictable people like drug addicts in order to stay alive has to be exhausting. the key to ending some of these incidents is to have readily and continually available treatment for mentally ill. without audio, it's possible that this man cursed at the officer and said something indicating that he might harm someone. the cop might have thought he was dealing with some violent drug dealer. it doesn't excuse his over-reaction, but it does explain it.

I think we give to much power to our police department they are surpose to be for us not against.I lived in Jersey most of my life. I remember when I was young there the cops would beat kids making out in cars if they were in certain areas for no reason and this went on all the time/ T-Hawk

The reports I read since first seeing the video say Ronnie Holloway had his top unzipped and no shirt on underneath. So I guess seeing Ronnie's chest hair must have gotten Officer Rios all hot and bothered. Ronnie zipped his top as instructed, but by that time, Officer Rios had already gotten excited. Chest hair does that to some people.

There were no drugs and there was no threat to the police - just another opportunity to bully a citizen, especially a handicapped one.

Catherine, my brother's murder is not on video, as far as I know. If it is, Shelby Co. Jail won't let us see it and NO ONE is making them honor the Constitution or the Freedom of Information Act or federal subpoenas. So it is apparently perfectly OK to kill mental patients, especially black ones.

Thanks for responding to this news, everyone. By showing you care, maybe some of the police violence will slow down.

That officer had no right to put a hand on Ronnie. And there definately was NO CAUSE to arrest him! It is ridiculous what law officers think they can get away with. Makes me very angry. When I went to check to be sure I had signed all the petitions, the one for Jeremy Smith (the only one I hadn't signed) said this: This petition is closed. Thank you for your interest.

Why is this so called policeman still on the beat this was a brutal and unnessary attack on a poor man suffering from mental illness.In this case which of these two men is the one who is suffering from the more serious type of mental illness. I know who I would pick. The actions of this policeman is hardly the actions of a sane rational person and I hope that he is removed from his job because he obviously is not fit to be loose on the streets.

Thanks for responding, Alfred. You are right. It is easy to see who is mentally disturbed in the video. Many police officers have mental problems. Those who have a type of mental illness that causes aggressive behavior need to be put on desk duty, not given guns and tasers and turned loose on the public.

Kathy, thanks for telling me about Jeremy's petition. Jeremy has serious problems in California prison system. Now the authorities may give Jeremy EXTRA time for making a terrorist threat to a prison guard!

Jeremy's case shows the prison profittering game - arrest mental patients and withhold their meds - then wait for them to do something to add more time to their sentences. This provides an excuse to bill taxpayers FOREVER to criminalize mental illness in someone like Jeremy, a schizophrenic.

Mentally challenged people also make convenient punching bags for sick police officers like Dios, and it is perfectly OK to kill sick people in custody, like Larry Neal.

The crime is not only against Jeremy, but against California taxpayers. If this sick young man gets a THIRD STRIKE because he talked bad to a guard, taxpayers could pay $3 million over the course of Jeremy's life to imprison him for being sick. Good money for cruel prison profiteers.

"The Herald News obtained a report filed by Rivera, stating that she required medical attention at police headquarters after the incident. That Injured Officer Report said she “was struck accidentally several times with a baton about the body & head.” The video, however, shows Rivera pacing around, mostly at a safe distance from Rios and Holloway. When she does get close to Rios, there is no apparent recoil from an accidental blow to the head or body.

White declined to comment on the Herald News’ report Tuesday that Rivera allegedly filed a false report after the incident."

"The Passaic police officer caught on video allegedly using excessive force in trying to control a mentally disabled man last month has been suspended.

Mayor Alex D. Blanco announced his decision about Officer Joseph J. Rios III late Tuesday afternoon in a statement, just two hours before what could be a contentious City Council meeting.

“I have called upon the police chief to suspend Officer Rios based on the Passaic County Prosecutor’s investigation of alleged excessive force the statement read. “The police chief has executed the necessary paperwork to suspend Officer Rios effective immediately."

Lord have mercy why beat him sick. He´s already paranoia and psychotic! This will make him afraid of authorities and when he needs help, run away from everyone that means well!!!!!!!!! I´m really saddened again, I know how difficult it is for schizophrenic people.

Just look through my submitted articles, Winefred. They are often abused. Some are beaten to death while other police officers watch.

I've been reading about armed citizen patrols in Connecticut (the police chiefs are not real happy about the idea, but it's legal so what can they do.) Maybe that that's what's needed in New Jersey to keep the cops in line. Perhaps just the deterence effect would be enough. Perhaps not.(I think what we witnessed on the tape might have been "roid rage" Would be interesting to test Rios for illegal steroids)

Let Freedom Reign - Believe me, cops are not nice to the rich either. Cops are just not well managed in this country. They are not professionals. They are firmly convinced that it is their obligation to jump to conclusions and harm citizens if they can find an excuse. They have been trained to react hyper-aggressively to any perceived problem with a citizen, they are like weaponized fighting dogs. US cops are unsafe and all of them need to be fired. Who isn't more afraid of them than criminals? I would be willing to bet that more innocent people are harmed in this country by police than by criminals. Of course, it would be hard to get that data since the police are allowed to call any innocent person that they attack a criminal.
