All of us have passed, with sadness in our hearts, a chained dog who is chained for his entire life - often neglected and ignored by his irresponsible "owner" without food, water, shelter or vet care.

Some people try to justify and excuse chaining, because they do it themselves and refuse to acknowledge the cruelty, it makes my blood boil as they cannot see how it causes suffering.

Sadly, this is one of the most common forms of animal cruelty!
Every community needs to pass laws banning dog chaining or tethering.
Please get active in passing such laws if your town or city
still allows this barbaric treatment of dogs. The only type
of person that would do this is a person who doesn't care
at all about the welfare of the animal and about his
suffering. We need to discourage people like this from
getting dogs.

Signed. The people who leave their dogs chained up all the time need to get a taste of what it's like, and see how they like being chained up. The woman on the next street over leaves her one dog chained up while the other two dogs live in the house, how mean. Little Tyke (dog) doesn't like it when he see the dog chained up when we go for a walk so I avoid going that direction. Once I tried to give it fresh water but I couldn't get close as it growled and barked at me, and I think that it became mean from being chained up all the time.

Ostracising dogs from normal family life is enormously cruel for the animals , and can create aggressive dogs, which is not good for anyone. Why bother to have a dog, if it is going to spend its life chained up outside. This is not acceptable, and should be banned.

If you're not going to treat your dog with the love it deserves, than don't get a dog. They need to be part of your pack, inside your home, with you. I think anyone who does this should be chained outside, while the dog stays in. People can be such cretins.

I agree with all the comments above !!!
Should B a Law AGAINST being on chain 24/7!!!

Laws I would make ( if I was allowed) :

Chain or "tether" must allow freedom 2 reach shade, food & water.!
No shorter than 8 feet in length !
Food & water Bowls 2 B of Strong, heavy material, so they stay in place.
Water Bowls are to Be kept clean & FULL !
Food Bowls must be Clean & contain food at least once a day !
A shelter must Be Provided, that is Robust & the Right Size for the Animal !
Dog is NOT to spend more than 8 hrs in every 24 hrs onchain !

Dogs must be Registered/Licensed from 12 wks of age, Microchipped & Desexed
(spay/Neuter) at 3 mths of age!

Special Licenses will be available (with Exemptions & with strict Conditions)
for Pedigree Breeders, who are members of a Canine Breeeding & Showing
Group/Club & they will be able to Breed !

Instant ban on Dogs Known as "DESIGNER DOGS" ; Clubs/Groups must go BACK
to Traditional Breeds, 30 yrs or more ago !

BACKYARD BREEDING to be Completely Banned & ILLEGAL !!!
Penalties will be Jail time & heavy Fines !

Set up Watchdog Groups that will have the Power to Sieze Dogs, that are
Not being cared for by their Owners as the Above has stated !!!

It is incomprehensible to me why such people keep animals at all when they have no love for them? Why do they not keep their hands off?!

I can only agree that there should be a law treating this issue, or, better put, there should have been one long ago. These “owners“ in question fail to fulfill basic needs of these animals... This should be considered a transgression. This sounds like a matter-of-course, yet it is often not true. If there are no or laughable restrictions on who and under what conditions may keep an animal and existing protections of animals that are already kept are weak, it shows a need for this being legally recognized, addressed, and enforced.
