HANAPEPE, Kauai » One horse was found dead and another unable to reach food or water in Hanapepe Valley yesterday when their owner apparently left them tethered over the Fourth of July.

Their owner, Richard Corr, 31, of Hanapepe, was cited by Kauai Humane Society officials for misdemeanor animal cruelty when he showed up on the property yesterday as they conducted their investigation.

The two adult horses became tangled in their tethers. The mare appeared to have choked to death, officials said, when its 20-foot rope got caught between her legs and pinned her to the ground.

The other horse, a male, was tangled up tight to a tree, Humane Society officials said, and was unable to reach food or water. That horse, however, was unharmed and not dehydrated, said Kauai Humane Society Director Dr. Becky Rhoades.

Corr said yesterday that the death was a tragic mistake and that the horses are comfortable on tethers. Another horse of Corr's died last New Year's, he said, when neighbors' illegal fireworks spooked it. So he moved the horses to the other side of the property for this holiday.

"My horse got spooked and now he's dead," Corr added. "It's my loved one. I raised (her) like my baby."

Rhoades said the mare's death was preventable. "If horses are tethered, which I strongly disapprove of, they must be checked multiple times a day for their safety."

Corr said he has seen thousands of horses tethered and had no idea it was illegal.

He was cited for one count of animal cruelty, a misdemeanor punishable by a $2,000 fine or one year in jail.

People who do not properly care for animals should not ever have the Priviledge to be in the Company of Animals !

My thoughts exactly Thunderr Wolf. I recently acquired a "rescue" horse myself, a Morgan....skin and bones...matted. If you cannot care for an animal like it needs to be, then move on. 2000 plus jail time.....plus mo food/water the duration time is what this guy deserves!!!!!!!

Very irresponsible behavior and neglect going with that person. He should not be allowed to have anymore Horses because of this. No other Horse should lose his/her life because of HIS lack of COMMON SENSE. He didnt learn from the first time and or did he just not care?. Just pray for the other Horse that survived everyone!!!

I am writing in regard to the arraignment of Richard Corr, scheduled July 31 at 2 p.m. in Lihue fifth circuit court.
Mr Corr left two horses tethered to a tree while he was away celebrating the Fourth of July,causing the tragic, totally preventable death of his adult quarter horse mare who choked to death due to a 20-foot rope tether that was caught between her legs and had pinned her to the ground.
The second horse was standing, but tangled up tight to a tree and unable to reach water or food.

Tethering horses is a very dangerous practice and Richard Corr should be very aware of this fact as last year another horse in his care died due to chocking while tethered when spooked on New Years by fireworks.
Richard Corr has must be sentenced to the maximum extent of law and prohibited from owning or having in his care any other horses,Corr stated that "the death was a tragic mistake" and that "It's my loved one. I raised (her) like my baby.Yet Mr Corr left these two horses tethered unsupervised for day's, knowing from past tragedy that a tethered horse must be checked multiple times a day for their safety. These action's are a clear indication that Mr Corr is not capable of properly caring for these animals as he has little concern for their welfare and in fact is a danger to there welfare.
I urge you to use your authority not only to see that Richard Corr receives the maximum penalty and jail sentence for the preventable he has caused but also to stipulate that Mr Corr never again be permitted to own or have in his care another horse,thus preventing anymore "accidents" caused by his lack of concern or proper care of these animals.
I thank you for your time and have great faith that the due process of justice shall be carried out on behalf of this grave situation.

This person should spend one year in jail. Perhaps he will remember not to be so careless with a life next time! Too many people "get away" with killing innocent animals- because they were careless.

they need to chain him just out of reach of food and water for a couple of weeks and let him feel the painknowing its there and can't get to it ...after a couple of weeks then give him a jail sentence to think about it
