Breaking news! Yulin Party Secretary Li Jun Green Food and Drug Administration in it's office, said, "This year if businesses hold the dog section, we will resolutely ban" and met with lawyers. NB: Yulin Govt. said same last year but nothing done. ? Cats?

Sorry folks! Found on Facebook Page not long ago - in my eagerness to share lost the site!
It is on Facebook: #StopYuLin but for those not on Facebook:
YULIN PARTY SECRETARY LI JUN GREEN FOOD AND DRUG ADMINISTRATION, IN IT'S OFFICE, SAID, "THIS YEAR, IF BUSINESSES HOLD THE DOG SECTION, WE WILL RESOLUTELY BAN!" HE SAID AT A MEETING WITH LAWYERS, "IF PUBLIC LAW TO REPORT ILLEGAL DOG RUN, WE WILL RESOLUTELY INVESTIGATE." - Questions (mine): What other horrific 'sections' will there be? Is the ban to be enforced only if a public law is in effect? NB: The government in Yulin said the same last year, officially but when 'unofficially' the traders all turned up with the dogs - nothing was said. I am so sorry I messed up the bulletin on this because I know so many of you have waited so long to hear but it is difficult to post on from a Facebook site - unless others have found it easier. Do tell. Thank you!

Team, we believe it is important to remember that based on our interpretation of yesterdeay's document coming out of China regarding the banning of the YuLin festival, certain conditions must exist in order for the YuLin festival ban to take effect.

The festival may still happen. If the YuLin slaughterhouse process violates PRC regulations, (the YuLin FDA team believes all of these slaughterhouses are already are in non-compliance), AND dogs are slaughtered in these illegal houses, AND someone reports it, then the PRC will step in and assess the non-compliance to slaughterhouse standards, and only then will they ban the festival.

A better way to look at what has been said is if dogs are not quarantined prior to the slaughter AND if licenses are not held by the slaughterhouses AND if the people report the slaughterhouses to the YuLin FDA, then the PRC ruling body will ban the festival.

First, someone on the ground needs to be willing to report it - very unlikely a local will take that risk. That burden to report non-compliance will fall on the shoulders of an ARA.

Second, the festival needs to be happening in order for the non-compliances in the slaughterhouses to be observed, this is the only way for the People to report these activities in real time as the event begins.

The ban won't happen until the non-compliant slaughterhouses begin to provide cat and dog meat to festival goers AND those activities get reported to the PRC. Then the Govt. will go in and inspect the reported non-compliances in the slaughterhouses and shut them down and ban the festival.

What is not clear is whether it only takes one non-compliant slaughterhouse to ban the festival or not. It would appear that if these establishments heed the PRC ban threat, they might get their houses in order before the start of the festival, or perhaps some will, so it is not known if houses that become compliant can keep the festival going and the dog and cat meat flowing or not.

Lastly, if by chance someone reports the illegal slaughterhouse(s), how long will the PRC take to implement its investigation and take decisive action to execute the ban? We don't have any details on that implementation plan at this time.
