For the government of Uttar Pradesh state, India and its functionaries it seems like a perfect solution that people are venting out their anger by killing ALL and INNOCENT dogs.

How very SAD that this exists in our world today! Instead of using all of that energy for HATE and DESTRUCTION, what GOOD could be accomplished by educating the public of HOW to care for an animal in the correct way, instead of allowing them to roam in the streets. Along with this, EDUCATION on effective spay/neuter programs to curtail the stray population is so necessary. This torture, HATE,and DESTRUCTION won't accomplish anything other than more hate, torture and destruction.

I wrote and sent emails to each of the addresses. This broke my heart.

Below is my letter is have sent. Please feel free to use it or change any wording.

Dear Madam / Sir

I have recently become aware of a distressing situation in India regarding the massive killing of stray dogs in nearly every town. This fact is due to the In a tragic incident, a five-year-old boy who had gone out in search of his mother in a field, has been attacked and bitten to death by a pack of street dogs at Kazipur, Meerut. As a result the villagers are eliminating each stray by brutally killing them.

Apparently the Meerut government's answer to the stray dog overpopulation problem is to kill them in any way possible, including the barbaric means of poisoning, beating and shooting animals to death instead of sterilizing them, housing them in shelters, and offering them for adoption.

Something has to be done to change the policy of brutality and disregard for common decency that is evident in India. Even though there is ample evidence (photos, videos, eyewitnesses) of poisonings, beatings, and other atrocities committed on these innocent dogs, the government apparently does not regard this policy as inappropriate. Harmless and gentle dogs are brutally culled from protected neighborhoods where they have been neutered, vaccinated, fed and looked after by the local people. Those who try to protect the animals are often insulted and aggressed by the dog catchers.

I hope that you will consider these creatures as equally deserving of kind treatment. It is with this thought that I reach out to you, in hopes that you will look into the situation, and perhaps be the catalyst for change.

And some people wonder why I spend so much time defending animals and trying to ease their suffering. The more I hear about animal cruelty the less I like people in general. Only humans can be capable of such monstrous behavior. I am truley ashamed of the human race. I am absolutly convinced that humans are not superior to animals. Just because humans have self awareness and have a conscience does not mean we are somehow "better" than animals. Obviously, some people either lack a conscience or ignore it.

Don't a lot of the citizens of that country believe in reincarnation, karma, and transmigration? If so, they'd best clean up their acts, or their next lives may be spent suffering in animal forms. If you believe in that kind of thing. If you don't...well, I still say one should prevent cruelty to people and animals alike, because it's simply the right thing to do!

OMG! I am absolutely horrified. I can't believe that a nation can do this. The Chinese skin them alive, the Indians beat them to death, and laugh while they do it. Eric, you are so right. But where are the religious leaders in this village? I spent three months in India several years back, and at least there was no cruelty to animals of any kind where I was - at the Dera on the Beas river. I've sent all the emails. Oh God, please stop this horror!

I e-mailed to the prime minister on this issue i hope it helps. The pictures made me ill. Why do the animals have to endure such cruelty.. what have they ever deserve such mistreatment..these foreign countries are disgusting me.. why can't people just leave them alone? Their just a bunch of bullies and thrill seekers at the animals expense. It depresses and saddens me to think about all that's going on. It's a disgrace to their country.Thank for allowing me to share in this.issue.

I'm sending the letters tonight but I just have to comment on their karma-they will all pay-the thing is-if it wasn't for humans there would be no large gangs of dogs and cats roaming everywhere-it's when you know about breeders and the "people" themselves who dispose of their animals or let them run amok with their litters that is the crux of all of it. All over the world there is combat now between humans and animals-and everything is blamed on the animals--when it is the ignorance and outright brutality of people that is the crime. Here is an entire town gleefully destroying these innocents and they are representative of so many-villagers in Africa and the Sundarbans murdering leopards and tigers en masse-I have renounced so-called humanity long ago and I'm not interested in anything they want only what they do to the animals. After that I cease to care what befalls them.

I can not believe that grown up teach there children such mean and bad things. How can any of them say they love anything when they are so willing to kill. If they consider it play...Something need to help them the people responsible for it is of course the meat packing shed. They should have to clean up there act and stray dogs who are only hungry, wouldn't come where they smell the food.. Poor little boy what was he doing out by himself anyway and if things are that bad why would anyone let him be out by himself. i THOUGHT COWS WERE SCARED IN INDIA. Is that something I have mixed up with something else.... There are very sad men watching and crying and when the day comes I wouldn't want to be these people. But you know when people think its an honor to blow themselves up and kill innocents along with them. Dog lives mean nothing.... Surely there are some good people there .....Who will help make this go away

I included in my email to the Prime Minister that I am done wearing and purchasing any and all of the Indian clothing that I have enjoyed. These are not people that are inflicting such torture on defenseless creatures. The ones commiting this barbaric offense in my opinion should suffer the same inhumane treatments. If idiots like these ran that risk this type of thing would drop waaaaaay down. These aren't human beings in my opinion. They should be beaten to death. They are a waste of humanity!!!!

So much for humanity. the fact that these people enjoy doing this is something I can never understand. I hope that their day will come when they have to esxplain their cruel deeds. When an animal is born, it is innocent and as it grows older, it remains innocent. When a human baby is born, it is innocent, but as they grow older, some of them are monsters.

This is very sad...Its like whats happening in Bali at the moment where dogs are being poisoned because of a rabies threat...many of the dogs that are being poisoned in Bali are owned and loved but because they walk out on the street they are targets...I visit Bali often and have made friends with many dogs..and most of them just want a pat and some attention...When in Bali in 2002 I wanted to bring home a beautiful puppy who wandered into a nightclub and became my friend...not all street dogs are dangerous and we should always remember that dogs are our best friends....a total dog lover

the tragic incidents like dogs mauling a boy or a baby has happened a few times over the past few years and each time the people has retaliated by killing the dogs and cursing authorities for their negligence.
the govt should rather focus on the root causes which give rise to these problems. options like sterilization and adoptions should be stressed upon.

killing large number of dogs from the whole town isn't an option. these innocent dogs cant defend for themselves and there is no strict punishments these senseless people.

Oh my God!! I am so ashamed of my country. This is horrible. I have contacted several animal rights groups to see what can be done about this. The place in question is a village in north India with a lot of uneducated and aggressive people who are very difficult to reason with - the law and order situation is virtually non-existent and I fear that these bastard, these monsters who are enjoying this will get away with this.

I e-mailed all the photos with my letter to them. They must see how disgusting their people are.
You know, at night I lie in my bed and think about this planet and everything on it. The cruelty behind all this gets me down, because I am trying to figure it out why some people are cruel and some not. On the surface we look the same. So, If I am a human being, the those cruel people can not be human?. What are they?........... They are not monsters. Monsters are not cruel for the fun of it. They definately can not be called animals. Animals teach us too much about unconditional love. They can not be called $h!%, because that can be used for compost in the soil. So, what are they then..................THEY ARE TOXIC WASTE. Toxic waste serves no survival purpose on this planet at all. Toxic waste destroys earth and life on this planet. Toxic waste is killing this earth. Yes, That is what a cruel person is.........TOXIC WASTE!!!!!!!!!

Brutually killing stray dogs in Meerut. Why Meerut alone. All over India dogs are killed in much more crueller and sadistic ways than you can possibly imagine. Dogs are hung up on trees and systematically beaten every half an hour to prolong their agony. They are tied to the rear of an Auto-Rickshaw and dragged along the streets in full view of the public. Is this the same country that preached non-violence and won Independence. Oh Gosh! I forgot! That was in the days of Mahatma Gandhi. Now there are no more Mahatmas. Only God-men and Politicians who only care about their own pockets. No point even if a million people were to sign this Petition. Like the famous quotation, "It happens only in India".

Brutality in the middle east is commonplace and acceptable, against PEOPLE as well as animals. That is expressly why we do not need these people in our country, until they know how to behave like human beings in their own.
Shameful lack of morals and humanity.

To bad that people have to see a whole country or countries as bad for what a group of angry villagers did. Do not judge a whole country or countries for what was done instead judge those that committed the crime. Prejudice has no place here. I am happy to know people from all countries and all cultures and would never wish anyone was not here just because one or several of their countrymen do something that the outside world would frown upon. Let those countrymen be judged and punished for the crime that they committed and leave the rest alone..

They have no laws to protect their animals..BUT.. in some countries and even where i am there's a law to supposedly protect our animals and even so some don't abide by the laws of the land.It has been that way since the beginning of time. I lie in bed at night and think about these wonderful animals so wonderfully made and i become clueless as to how toxic waste(haha) can become so toxic.I hate it when a person refers a perpetrator as a "animal".I personally have no prejudice flowing from my mouth..towards any particular intent here is just caring for animals not attacking race..judgement of character yes.Maybe some are attacking countries because they are just upset by what thay are seeing and hearing. You don't have to live in a foreign country to abuse a animal most people know that.I have a very good friend from another country she has been here in our country visiting..their country was listed on one of the petitions for severe animal abuse which i signed. I showed her the petition and i know she loves animals and is kind to them. She didn't deny that some people there do harm the animals..and there's a law there too. This is upsetting me i don't like stone throwing.well, anyhow.. the main goal here is the animals and that's all that pertains to me. Who knows what evil lurks in the heart of the bible says.

One more thing how can they be charged when there is no law against animal abuse? What will they be charged with? How can they be charged for a crime when there is no law defending it?

The National Human Rights Commission, NHRC, has filed a writ petition in the Allahabad High Court, Uttar Pradesh seeking directions to the Uttar Pradesh Government for banning illegal abattoirs on corporation land and related activities leading to various health hazards and environmental pollution in Meerut. The respondent pointed out that they have taken steps and sought time to file a counter affidavit. It was also pointed out that various writ petitions are pending before the High Court in which interim orders have been granted. Therefore, all the pending writ petitions may be clubbed along with the writ petition filed by the NHRC. The Court ordered that let the respondent first file a counter affidavit in the matter as pleaded by them and fixed the next date of hearing on the 30th March, 2011.

It may be recalled that the illegal abattoirs and about two hundred furnaces have been causing water and air pollution within a radius of 2.5 kms in a densely populated area in Meerut city in Uttar Pradesh. The Commission found that despite the District Magistrate and the Commissioner, Municipal Corporation, Meerut assuring removal of this illegal activity from the corporation land, the ground reality is different. Therefore, the Commission summoned the Chief Secretary, Uttar Pradesh, DIG-cum-SSP, Municipal Commissioner and District Magistrate, Meerut and Chairman, State Pollution Control Board. In its notice to them, the Commission said that "the right to health is not only a vital human right, but also a fundamental right, guaranteed in the Constitution. If the health of the citizens is affected due to pollution and the local administration shows a lackadaisical approach in resolving the problem, the Commission cannot keep waiting as a helpless spectator and it has to take effective steps."

Since, the Uttar Pradesh Government failed to comply with the recommendations of the Commission in the matter despite assurance the Commission approached the High Court for seeking its intervention in the matter.
