Regional and federal governments are happy to have non-profits or not-for-profits do the work of animal welfare and a variety of social programs for people. The reason is that if governments did the work themselves they would have to pay employees more, give them better benefits and they couldn't use volunteers. In otherwords, governments get a huge bang for their bucks by letting semi-charitable organizations do the work. I would be delighted to see stricter animal protection legislation as well as better investigation and enforcement of legislation in Ontario by whatever means.
