Home of the DuPont and Dow Chemical companies and long a safe haven from paying taxes. It's also one of the major headquarters for Credit Card companies. The laws in Delaware are and have been much better for corporations than people.

Kit--North Dakota is the same way for making credit card companies choose to have operations based there. I sometimes wonder how many corporations the state has per capita
