There is LOTS of material on the "Doctrine of Discovery" on the Internet, very interesting to research. I had known of it before, but maybe not the exact details and wording. The following is from a CATHOLIC Website:

'(Catholic Online) - The Doctrine of Discovery, it was first expressed by Pope Nicholas V in 1452. The document authorized the King of Portugal at that time to "invade, capture, vanquish and subdue . all Saracens and pagans, and other enemies of Christ... to reduce such persons to perpetual slavery" and "to take away all their possessions and property."

The doctrine hit the New World hard right after Columbus sailed to the New World. Pope Alexander VI reaffirmed the policy by giving European monarchs sovereignty in newly "discovered" lands occupied by "barbarous nations." '

On another site, it is explained that the entire Doctrine of Discovery consists of THREE Papal Bulls, which explains a difference in dates here from the date on the Petition itself.

It turns out, there is a LARGE MOVEMENT BY VARIOUS INDIGENOUS TRIBES to get this Doctrine revoked, rescinded, abandoned. Not just the Romero Institute. There are Petitions, marches planned, etc., by Native People in North and South America.

I assume the Romero Institute name has something to do with Archbishop Romero, a gunned-down-by-govt-thugs Martyr for Civil Rights.

This doctrine, created centuries ago, still acts as the spiritual endorsement for the dehumanization and slaughter of indigenous peoples, and the justification for imperialist economic ventures.
It now permeates western ideologies and justifies unspeakable crimes that would otherwise have no moral or legal basis.

For these reasons, we respectfully ask you, Pope Francis, to revoke and rescind the Inter Caetera of 1493, which vested moral and spiritual authority in the colonial envoys and captains to brutally and violently conquer Native lands.
The only method by which to reconcile these soul wrenching crimes and to affirm that the indigenous peoples, the poorest of the poor, are human beings is to officially revoke this doctrine.'
